Minutes of Meeting of <br />Mashpee Plan Review Committee <br />Tuesday, July 11, 2017 <br />Mashpee Town Hall Waquoit Meeting Room <br />Catherine Laurent, DPW Director mentioned that in the past there were issues with <br />vehicles parked on either side of Bowdoin Road, and she wouldn't want that to <br />happen during their business hours. She asked Mr. Frayre what his plans were for <br />advertising that may encourage others to stop. She said the parking situation will <br />have to be monitored to make sure that it doesn't become an issue for traffic flow. <br />Mr. Frayre said that he uses social media for advertising. He said that Botello's <br />employs over 100 people, and there are surrounding businesses in the back area <br />including Bosun's Marine. He said on Fridays, Saturdays, and Sundays he would <br />put his mobile concession at different events at other places around the Cape. He <br />said his core business hours is Monday through Thursday at Botello's. He said that <br />he knows that there can be congestion especially with the big boats going in and <br />out of Bosun's. There will only be a sign next to the trailer. Nothing on Rt. 28. <br />Glen Harrington, Health Agent said Mr. Frayre is all set with the mobile food <br />permit. There are no other issues at that location. Glen said that under the General <br />Bylaws the Town requires all hawkers and peddlers licensed which is allowed <br />through the Department of Safety in Boston. He has met the General Bylaws <br />criteria. <br />Tong Fudala, Town Planner said the only issue he has is that there is no provision <br />in the Zoning Bylaws for this sort of business. The section he could see that would <br />match is "outdoor dining" as an accessory use to allow eating which is more for <br />restaurants, but this particular application is mobile. The Zoning Bylaws do not <br />have a clear indication of this type of application. <br />The Board had a conversation regarding the specifics of restaurant establishments <br />with outdoor dining and that Botello's would require a ZBA Special Permit for a <br />restaurant if they wanted to establish a food permit. There's also the concessions at <br />the area beaches. <br />Mike Mendoza, Building Commissioner asked if there will be tables outside. <br />Mr. Frayre said that Botello's might put a picnic table outside for their employees <br />to sit while eating. <br />Fire Chief, Rullo said a permit for the propane will be required by the Fire <br />Department and a Fire Extinguisher. Mr. Frayre said he will do that and he already <br />has an extinguisher. <br />
