MASHPEE ZONING BOARD OF APPEALS <br />MEETING MINUTES <br />JULY 12, 2017 <br />Attorney Kirrane said the maintenance plan will be pari of the common area expenses. He <br />said that the condominium documents don't specifically refer to rain garden on the drainage <br />areas they refer to specific obligation for the condominium association. A condition can be <br />made by the Board that a required maintenance plan be provided upon the approval of a <br />building permit. Mr. Kirrane said that he can reference that obligation that the <br />condominium association makes reference to that also. <br />Mr. Bonvie asked if an outside consulting engineer had reviewed the building plans and <br />drainage calculations. The Board communicated that the last application they approved two <br />weeks ago was not reviewed by an outside engineer, however in the past, they did have an <br />engineer review the calculations and building plans. Mr. Bonvie said that the Board has in <br />the past requested Charlie Rowley, a Consulting Engineer to inspect and review these <br />industrial sites on behalf of the Town. Charlie Rowley has been involved with the Town <br />Planning Board projects. The Board agreed with Mr. Bonvie that someone either on the <br />Site Plan Review Committee, or an outside engineer review the drainage calculations for <br />any future projects on these type of applications. <br />Mr. Mendoza said that the department heads reviewed the plans at Site Plan Review. He <br />understands the concerns of the Board and he can bring those concerns at the next Site Plan <br />Review meeting that the department heads review the drainage plans in detail and provide <br />comments on behalf of the community. <br />Mr. Eddy addressed the Board and said that -has worked with Charlie Rowley and <br />mentioned that Catherine Laurent, DPW Director does review and looks at drainage, road <br />and circulation of traffic. If there was any concern that would be raised at Plan Review. <br />Mr. Eddy said that he stands behind his stamp on those plans, and is his responsibility <br />regardless of who reviews it to do his due diligence on what he presents to any Board. <br />Mr. Eddy said this project will have a tight tank installed, and there will be no power <br />washing of the boats. Mr. Eddy provided the Board a brief list of requirements from the <br />Board of Health. He said there are five spaces required for parking. There is parking in <br />front of each overhead door, which is fifteen spaces, and will be stripped spaces as well as <br />handicapped stripped space. There will also be a key coded entry for the restrooms. <br />Mr. Goldstein read the Board of Health comments into the record that this application will <br />be before the Board of Health on July 20, 2017. Mr. Goldstein is concerned more about the <br />outside storage. <br />Chairman Furbush read the Conservation Comments and Inspection Department into the <br />record. <br />
