would be completed until the spring. He further stated that Robert Our would be completing the <br />having but would not be hired until the spring. Mr. Hansen stated that, before Mr. Rowley and <br />Mr. Balzarini arrived, Mr. Haney indicated that his arborist was identifying additional trees to <br />make way for the water line, but left prior to Mr. Rowley's arrival. <br />Mr. Rowley reported that the road was clear today, though was strewn with potholes and in need <br />of grading. Mr. Rowley stated that it was not appropriate to blame Robert Our when Mr. Haney <br />needed to access the area to remove tree trunks long before Robert Our would be paving. Mr. <br />Rowley stated that Degrasse needed protection with the temporary stone entrance of 1.5-2 inch <br />stones to remove dirt from the tires of the truck. A curb cut was needed from the Town in order <br />to install the temporary entrance. Mr. Fudala stated that Mr. Haney responded that he was not <br />working in the right of way of Degrasse Road and Mr. Rowley responded that Degrasse needed <br />protection and Carriage Road was supposed to be used for access for vehicles and equipment. <br />Mr. Balzarini echoed Mr. Rowley's thoughts that Blue Castle should not be used for the trucks. <br />Mr. Rowley stated that Carriage Road had been rough graded, but that Degrasse Road was a <br />Town way needing protection. Mr. Fudala stated that as landowner, Mr. Haney should be able to <br />apply for the curb out, Mr. Rowley had requested that Mr. Haney follow up with Ms. Laurent to <br />discuss the issue. <br />Chairman Waygan inquired who at the Town would enforce damage to a Town way. Mr. <br />Rowley stated that an initial complaint would likely come from the DPW Department since they <br />were responsible for Town ways. Mr. Rowley stated that Mr. Haney agreed to contact the DPW <br />regarding the curb cut last week and to install a 1.5-2 inch stone for a temporary entrance on <br />Carriage Road where it intersects with Degrasse, wide enough for turning trucks and extending <br />50 feet. Mr. Rowley reiterated that Degrasse needed to be kept clean and the road edge needed <br />to be protected. <br />In summary: 1) Site inspection occurred to examine tree stumps. It appeared that erosion would <br />not be an issue for the stumps to be removed. Stump removal was authorized for the area that <br />had already been cleared/trees cut. The area of discussion was approximately 100 yards and 50 <br />feet from the existing Blue Castle. Mr. Haney stated that stump removal was the only work to be <br />done, by the end of the month, and flagmen would be present during the work. <br />2) Once stumps were removed, Mr. Rowley would re -inspect the site to identify <br />any areas that could be potential problems for erosion during the winter months and hay bales <br />would be installed as necessary. <br />3) Mr. Haney was urged to apply for a curb cut permit with DPW and install a <br />1.5-2" stone entrance on Carriage Road, approximately 20 feet wide and 50 feet in, where it <br />intersects with Degrasse. The Planning Board needs to confirm the process for the application <br />for the curb cut because the project proponent has stated that it was the responsibility of the <br />contractor. Mr. Fudala has stated that the homeowner could apply for the permit. <br />4) Mr. Rowley visited the site again today, noticing that additional trees had been <br />removed for the purpose of installing the water main to the individual lots. Mr. Fudala stated it <br />was a concern because abutters had contacted the Town Planner to state that Blue Castle had <br />been blocked by trucks and equipment. <br />
