161 Commercial Street (formal meeting) <br />Applicant – Jack Carter, Jr. <br />Proposes to construct a 7,432 sq ft building to operate a <br />Classic car sales, storage, repair and restoration business <br />On a 1.78 acre lot <br />Representative – Brian J. Wall <br />Applicant Jack Carter addressed the meeting and introduced Brian Wall (attorney) and Dan Ojala <br />(engineer). <br />• Dan Ojala showed Site Plan; said it is in Zone 2; and Use requires Special Permit by Planning <br />Board. Tom Fudala noted the building is under 10,000 square feet but auto sales can only be <br />Permitted by Planning Board. <br />• Mr. Ojala said they met with Fire Inspector and provided fire lane around the building. He <br />showed turning radius on site Plan. <br />• Showed picture of building to show height. It is to be metal building. <br />• Will work up landscape plan. <br />• Industrial wastewater holding tank, as required. <br />• All oil recycled on-site and transported off-site. <br />• Jack Carter said they will have 1 or 2 employees; hours of operation will be no later than 6 <br />P. m. <br />+ Mr. Ojala said lighting will be minimal... couple on building, low level and at entrancelexit. <br />• Front area—no parking but used for display purposes. <br />• Mike Mendoza advised that handicap parking has to be the one closest to the entrance so that <br />parking space has to be moved. Mr. Ojala said they will do that. <br />• Tom Fudala asked if all run-offs go into bio -retention area ... Mr. Ojala answered "correct". <br />• Applicant will contact Charlie Rowley, Town Engineer Consultant. <br />• Catherine Laurent asked if entrance onto Commercial Street both curbed. Mr. Ojala <br />responded "yes". <br />• Catherine asked whether dumpster is providing, recycling as well. Mr. Ojala said "yes". <br />• Thomas Rullo asked whether they are able to keep back area clear. Mr. Ojala said "yes" they <br />have plenty of room for snow. <br />• Storage of recycled oil is very little; is contained; then sent off-site. <br />• No painting... all will be done off-site. <br />• Glen Harrington advised Applicant coming Thursday night to Board of Health meeting for the <br />site Septic Plan approval. He said for the industrial hold tanks make sure both are sealed. <br />Recycling for tires, waste oil, antifreeze—all to be inside building. Need MDC Trap in the <br />garage. Glen noted the standard Board of Health commercial requirements will be addressed <br />at the Board meeting. <br />• 2 above -ground lifts used for repairs. Repairs to be done not only for cars being sold, but <br />Applicant will do repairs for anyone who comes in. Will do repairs not only on classic cars but <br />will do any outside business as well. <br />• Applicant to go to Design Review for signage approval. Mr. Ojala said they are not asking for <br />any attractions (balloons, etc), other than signage. Mike Mendoza mentioned that they need to <br />adhere to the conditions of not having the various types of display items as outlined under <br />Brian Wall's letter. <br />• Mike Mendoza noted lot is not in either pre -contact nor post -contact archeological sensitivity <br />area. <br />• Applicant said he has had no security issues in the past, but will put security system in. <br />
