104 Falmouth Road (continued) <br />There was a lengthy discussion and exchange between Applicant Bornstein and committee <br />members. Mr. Bornstein stressed operation is high-end; not big quantity; regulated; neat; heated; <br />secure; and fire trucks can get around easily. He said they will have occasional boat or two—mostly <br />will store RV's, which will get them off roads and out of parking in yards. <br />Mike Mendoza mentioned that the Special Permit granted in '07 states no outdoor storing of <br />boats ... and no more than 3 vehicles parked outdoors overnight. Mr. Bornstein said that's why he is <br />going to Planning Board to get that removed. Mike explained that it is the function of this Board to <br />alert an applicant on issues that may be raised or of concern. Therefore, until Applicant has ruling <br />from Planning Board and Cape Cod Commission (CCC) on outdoor storage, this Board review is <br />premature. Tom Fudala said that's why he has to go to Planning Board and for outdoor storage it has <br />to go to public hearing to do that. <br />Jack Phelan said there are 3 Fire issues: handicap parking is blocking fire alarm panel room; need <br />24' access all around; and outside of existing and new building parking to be lined and distance <br />marked. Mr. Bornstein said he will get Plan that is labeled to the Fire Department. Also, Mr. <br />Bornstein said they can line the parking spaces. Mr. Phelan asked how many to be parked? Mr. <br />Bornstein said it depends on size. Joyce Mason suggested Planning Board set a cap at no more <br />than 35. <br />Catherine Laurent said this proposal would be using spaces for the approved building that hasn't <br />been built yet. Mr. Bornstein said the use for that building changed. Originally going to put little <br />shops there, but now it will be used for storage. Tom Fudala pointed out that 37 spaces still needed <br />for self -storage use. <br />Mike Mendoza asked what CCC says about parking. Mr. Mendoza stated that he would need a letter <br />from the CCC approving this change to the site. Mr. Bornstein said the use changed. Joyce Mason <br />explained since he went to CCC before Town can review modification he has to go back to CCC. Mr. <br />Bornstein said he will get a letter from CCC that proposal for outdoor boat and RV parking at this <br />facility is not an issue. <br />Mr. Bornstein said people who store cars sometime look for them to sell their car. Mr. Bornstein said <br />in order to be authorized to sell cars they have to go to State for a license. Cars for sale are all <br />inside. <br />Glen Harrington stated that storage on pavement – as long as drips/spills are cared for and on <br />pavement, then no other issue with that. <br />Mr. Bornstein said new building is going to be started in next few months. It will be strictly car <br />storage. Joyce Mason said parking spaces should be restricted to meet requirement of the By -Laws. <br />Glen Harrington said parking RV's appear to be blocking overhead doors. Jack Phelan noted that <br />blocking overhead doors with RV's could cause a problem. Mr. Bornstein said they are not fire exits. <br />Joyce said if this building is going to be constructed in the short term, then Board should have all on <br />this Plan so they can make recommendations. <br />Catherine Laurent asked: What exactly has been filed with the Planning Board?
