3 <br />Capital Improvement Program Committee <br />Minutes <br />January 29, 2015 <br />FIRE & RESCUE DEPARTMENT: <br />Purchase Breathing Apparatus - $65,000: <br />Safe ui ment -$200,000- <br />Tom <br />200000: <br />Tom Rullo, Fire Chief met with members of the CIP to review estimated <br />disbursements required for the Fire & Rescue Department in fiscal year 2016. <br />Chief Rullo indicated that it is necessary to purchase additional air packs with <br />face masks and air cylinders to bring his department to full complement <br />guaranteeing for safety purposes 28 air packs and accessories. <br />It was noted the Fire Department received a one-year grant in July of 2014 in the <br />amount of $142,064 to allow for the purchase of 18 air packs and associated <br />equipment. <br />With the trade-in of existing air packs and related equipment it is estimated that <br />additional air packs and accessories would be required for purchase to obtain the <br />goal of uniformity; 28 air packs for the department. The updated air packs would <br />conform to the new NFPA 2014 standard for the next 12 years. <br />Through the state bid process, it is estimated the air packs and associated <br />equipment would cost $6,435 per unit. Chief Rullo indicated he would re- <br />examine the estimated number of air packs required and related costs associated <br />to this expenditure. <br />The sum of $200,000 is a projected figure to replace Safety Equipment which <br />includes thermal imaging cameras, gas meters, associated protection equipment <br />and calibration. It was noted the cost estimate was previously recommended by <br />the former Fire Chief in an effort to outfit each firefighter. It was recommended <br />that Chief Rullo determine his own operating needs for future capital budget <br />assumptions. <br />Currently, the Fire & Rescue Department utilizes 4 gas meters for monitoring and <br />protection. Chief Rullo has proposed to replace the meters purchased in 1996. <br />To bring the department to current standard, 10 gas meters are proposed at a cost <br />of $875. A single calibration kit is required to be purchased with each new meter <br />for a total projected cost of $3,500. <br />Safety equipment needs include the purchase of thermal imaging cameras at a cost <br />of $4,495 each to locate occupants in obscured conditions. Chief Rullo <br />recommended that a total of 10 thermal. imaging cameras be purchased. <br />
