10 <br />Community Preservation Committee <br />Minutes <br />December $, 2015 <br />APPOINTMENTS & HEARINGS: <br />Leila Botsford Mash ee Rousing Authofi - Housing Assistance Program: <br />Motion made by Ms. Waygan to approve and recommend to the May 2016 Special <br />Town Meeting the Mashpee Housing Assistance Program in the amount of $330,000 <br />to be funded over a three-year period granting a CPA award of $110,000 per year. <br />Funding shall derive from the 10% Affordable Housing Reserves, and periodic <br />reports are requested and shall be forwarded to the Board of Selectmen and Town <br />Manager to track expenditures. <br />Motion seconded by Mr. Larkin. <br />VOTE: Unanimous. 9-0. <br />Roll Cali Vote: <br />Mr. Halpern, yes Mr. Kaplan, yes Mrs. Buschenfeldt, yes <br />Mr. Larkin, yes Mr. Lord, yes Ms. Rommelmeyer, yes <br />Ms. Waygan, yes Mrs. Sherman, yes Mr. Shaw, yes <br />It was agreed that Mr. Larkin and Mrs. Sherman would serve as liaisons to the Housing <br />Assistance Program. <br />Catherine Laurent Town of Mash ee• <br />Great River Boat Ramn lmnrovement Project: <br />At the last meeting, the CPC reviewed in detail, the Great River Boat Ramp project. The <br />$200,000 budget includes funding for re -design and engineering related to the <br />construction of a double ramp. Permitting, mitigation and the construction of a separate <br />kayak launch are included in cost estimate assumption. <br />The CPC agreed that mitigation must be specific to the Great River Boat Ramp site, <br />location. Andrew McManus, Conservation Agent indicated that it is difficult to <br />determine the cost of mitigation. On water dependent projects such as a boat ramp, there <br />is a certain allowance for disturbance. Based on his experience mitigation cost estimates <br />are dependent upon square footage alteration. Mr. McManus, in his opinion stated the <br />mitigation may not be largely costly as it is a water project and it is for public access. <br />This is a determination to be considered by the Conservation Commission and DEP. Mr. <br />McManus indicated the budget assumption of $50,000 is an adequate amount for <br />mitigation purposes. If the cost is lower, funding would be returned to CPC. <br />With regards to kayakers using the boat ramp, this project would give kayakers a separate <br />place to launch. <br />
