Jeff said he will need a contract to do anything further. <br /> Status of other GHD tasks: <br /> Regina Villa Associates public outreach work: review of proposed brochure <br /> Jeff said he drafted the brochure and it was redrafted. Tom said one of the specific things <br /> he did in reviewing the brochure was to take out the discussion of Town Meeting because <br /> the brochure should be for long term. Jeff noted their graphic designer did the layout. <br /> Tom reported Jeff emailed the original brochure to the members and asked if they had <br /> any comments. Following a brief discussion, it was suggested to take out the word <br /> "ongoing" <br /> Motion: Glenn Santos moved to approve the wording for the brochure as <br /> suggested. Seconded by.Joe Lyons. Vote unanimous 4-0 <br /> Adaptive management PlanAVatershed Permit <br /> Jeff Gregg referred to attachment 3 in a letter from DEP. He read the first paragraph <br /> which referred to the watershed permitting approach. The letter was written in April and <br /> nothing has been made public as to what the watershed permitting process is or what it is <br /> going to look like. At the meeting they had with Andy Gottlieb on the watershed permit <br /> in August, Andy wanted to get out ahead of the curve on the watershed permit and draft <br /> something to get Mashpee some watershed permits. After that meeting, Jeff hasn't had <br /> any discussions with anyone. Apparently, Andy has met with the Commission. Jeff said <br /> he went to a Collaborative meeting and they said they were looking at Mashpee as a test <br /> case and working thru what the permits might look like. There is nothing on the books <br /> officially that he is aware of. He referred to attachment 4, the third page and read it. The <br /> document was received on Monday even though it was stamped September 15. Each <br /> town received a copy of the document and it was sent to the chairs of the Board of <br /> Selectmen and the Town Manager or Town Administrator. <br /> Joe asked what was the purpose of the permit. Jeff said the permit is analogous to a <br /> groundwater discharge permit. Instead of permitting a point source, they are giving you a <br /> permit for a portion of the plan related to a watershed. The permit is going to say that in <br /> order to clean up that watershed, these are the things you have to be in compliance with. <br /> Tom said they are only working on a permit for Popponesset watershed, nothing about. <br /> the rest of the town of Mashpee or Wacluoit and why is that holding up the DRI plan. Jeff <br /> said the Sewer Commission has to contact the Cape Cod Commission to see what is <br /> going on. A comment was made on the legality of connecting everyone under the same <br /> structure is probably the issue. It's identifying who is responsible and we have to have an <br /> overall authority. Andy Gottlieb sent out an email stating that he has had discussions <br /> with DEP because he wanted to have a meeting on the watershed permits which is <br /> Tuesday at 10:00. Tom said he is going to find out where our DRI stands. Jeff asked if <br /> he should be at that meeting and Tom would check on it. <br />
