Committee Member Suggestions continued <br /> Glenn Santos continued <br /> In discussing low-income Transfer Station sticker,Catherine Laurent pointed out that overall the <br /> sticker price for Mashpee is relatively low versus the rest of the Cape. She said if this done,then <br /> we should make sure we provide recycling education to those families. <br /> Andrew McKelvey <br /> (1) Recommend Selectmen to have DPW set up a swap exchange area at the Transfer Station <br /> to exchange gently used goods and only those with sticker can participate.Catherine said <br /> this has come up over the years and DPW encourages people to use existing thrift shops. <br /> She said for Transfer Station to offer swap exchange staff would be needed to do it. <br /> Also, unfortunately people misuse by disposing of things where they might otherwise <br /> have to pay a fee. Also,there have been fights over what people dropped off. Glenn <br /> Santos said he agrees with Catherine-----it's a nightmare. <br /> (2) Recommend Selectmen give anyone over age of 75 a 10%discount on the sticker. Chief <br /> Collins added that it would have to be linked to low-income. All agreed it would. <br /> Kalliope Egloff suggested perhaps have discount fall under working so many hours to get <br /> this rebate as they do for senior real estate tax rebate program.. <br /> (3) Recommend that any resident who wants to recycle should be given a recycle sticker so <br /> they don't have to pay just to recycle. Both Rodney Collins and Catherine Laurent <br /> endorsed providing recycling stickers at no charge, but to re-address when Transfer <br /> Station goes to an enterprise system. <br /> (4) Only limited change to our Transfer Station needed. Recommend that other than the 5- <br /> bag limit and new recycle stickers to residents who recycle only,keep things as they are <br /> and revisit in 5 years. Wayne BevAcqua voiced agreement with this recommendation. <br /> Catherine noted that it be understood"no change"doesn't mean no change in operation; <br /> sticker costs;etc. All agreed"no change"did not mean operation or cost of sticker <br /> would not change. <br /> (5) If Selectmen still feel we need PAYT system or DUAL system,then it is to be submitted <br /> for binding Town vote. Catherine said if going to enterprise system,that would be done <br /> by Board of Selectmen with Town Meeting approval. Glenn Santos commented that <br /> enterprise system can put money back into the general fund. <br /> Kalliope Egloff <br /> Board of Health October 15 minutes offered following recommendations: <br /> (1) Offer a lot more education, including to people working at Transfer Station. Residential <br /> trash be enforced—encourage recycling. Board of Health already adopted State Waste <br />_ Ban. Catherine said at Transfer Station if someone dumps without paying a fee,then we <br /> enforce with letter and obtain the fee. If someone throws cardboard in trash,we can't <br /> enforce. Glenn said you can't tell someone they can't through cardboard away. If you <br /> see it,you can mention Town makes money off of cardboard. <br /> (2) Small government reduce costs via PAYT...it's the way to go. Most equitable way to do <br /> it. Throw away as much trash as you want,just have to pay for it. <br /> (3) Transfer Station be an enterprise fund operation. <br /> (4) Reduce solid waste load. <br /> (5) Did not agree on cameras—that was not part of the goals. <br /> 2 <br />
