Chairman Abbott emphasized that the document could be changed at any time. Selectman <br /> Richardson agreed that it was necessary to move forward and that the document was fluid and <br /> able to be changed in the future if necessary. The Chair reported that forwards agendas and <br /> minutes to Ms. Botsford, invited her to attend tonight's meeting and suggested it would be <br /> beneficial to have further discussions with Ms. Botsford about the Housing Authority's plans. <br /> Mr. Isbitz made a motion to accept the latest version of the Affordable Housing & <br /> Production Plan. Mr. Johnson seconded the motion. All voted unanimously. <br /> Selectman Richardson requested that the AHC submit a letter to the Board of Selectmen <br /> regarding their acceptance of the Plan. Selectman Richardson will ensure that the plan will be <br /> discussed at the next meeting on August 20 in order to acquire Selectman support. <br /> Feasibility Study <br /> The Chair inquired whether a request for $10,000 for the feasibility study had been added to the <br /> October warrant. Selectman Richardson responded that there had not yet been discussion at a <br /> Board of Selectmen meeting, but that he believed it had been added to the Warrant. It was <br /> clarified that the funds would only be needed in the event that funds were not made available by <br /> DHCD. There was discussion regarding the properties at Old Barnstable Road and 950 <br /> Falmouth Road, which would be the subjects of the feasibility study. There was also discussion <br /> regarding the Heritage property,which would not be an ideal location for affordable housing. <br /> The Chair will forward to Selectman Richardson a request highlighting the AHC's properties of <br /> concern for the feasibility study and Selectman Richardson will acquire an update regarding the <br /> properties. There was agreement that the ideal properties for affordable housing were Old <br /> Barnstable Road and 950 Falmouth. <br /> Habitat for Humanity <br /> The Chair stated that the Affordable Housing Committee would be invited to attend a foundation <br /> ceremony for Russell Road. It was noted that the other two properties located off of Rt. 130 in <br /> Mashpee were experiencing delays, although they have been approved. It was expected that <br /> construction would not begin until 2013. It wag reported that a Habitat for Humanity meeting <br /> would occur on August 15. Selectman Richardson may attend the meeting. <br /> Main Street Village <br /> Chairman Abbott stated that he visited Land Court to inquire further about Main Street Village, <br /> researching the reported count of 16 affordable units, since the AHC was aware of just 6 units. <br /> The Chair reported that all 16 units were included as affordable housing due to a public issued <br /> loan that was acquired. The original plans noted the intent to maintain a site monitor to report <br /> affordable housing issues, and it was expected that the deeds would be restricted. It was noted <br /> that one unit facing foreclosure was not deed restricted and Mr. Isbitz explained that the bank <br /> would have the right to foreclose, taking the unit out of its regulatory status. The Chair <br /> suggested that 5 units were deed restricted and all 16 units were eligible for inclusion as <br /> affordable housing. <br /> Mashpee Commons <br /> The Chair reported that Mashpee Commons' permit was current for an additional 1'/a years, <br /> adding that development of their 40B housing (96 units) could still occur. Selectman Richardson <br /> met with Mashpee Commons recently and reported that they were proactively thinking about <br /> 2 <br />
