house will be elevated on a crawl space slab and be above grade on one side and the
foundation will have flood openings as required by FEMA. The new septic system will be on
the landward side of the house. The two car garage will be at the north end of the house and
the driveway will exit on Mashpee Neck Road and will be crushed stone or shells. Mr.
Bunker reviewed the plans with the commissioners. He noted Board of Health approved the
septic application.
The Agent asked about pians for the existing driveway where the trees will be removed. He
asked that a vegetation plan be submitted to show what will go into that area. The area is in
the flood zone so he recommended native vegetation. He noted the septic setback is much
better than the current situation and likes the impervious driveway because right across the
street is a major storm water swale so we don't need any more contributing runoff there.
No comments from the public
Motion: Mr. Shaw moved to Close and Issue, seconded by Mr. Rogers. NOI
Resource Area.
Jeffrey Ryther, BSS Design, represented the applicant. He explained the proposed project is
to reconstruct an existing wood pier and to expand the existing licensed float into the waters
of Popponesset Creek. The project is the reconstruction of the licensed pier and the
expansion of the licensed float. The pier reconstruction will be the removal of the old pier
and rebuilding the wood pier in the same footprint. The float expansion will double the size
of the float from 8' x 16' to 8' x 32'. The float will not extend beyond 25% of the waterway
width. There will be minor disturbance to the resource areas and will not harm the salt marsh
or the waterway bottom. Mr. Ryther reviewed the plan with the commissioners.
The Agent stated the shellfish constable expressed concern over the size of the float. He
questioned why the need for such a large float. Mr. Ryther said it is not uncommon and it is
very deep there. The harbormaster approved the project with the following comments. No
foam used for flotation, encapsulated plastic only, street address shall be placed in a location
clearly visible from the water using 3' block lettering and placed on a contrasting background,
and a beam restriction of 12 feet for vessels moored at the dock.
No comments from the public
Motion: Mr. Shaw moved to close and issue to include the specifics on the boat and the
harbormaster requirements.
