Board of Assessors Meeting Page <br /> Other Areas in Need of Assessment ' Cha (continued) <br /> Mr. Bailey stated that he is very reluctant to raise <br /> values before a fullRecertification; most values have been <br /> dropping. <br /> sandpiper Village Condominium sales are corning in <br /> high; they are clean-cut - there are many sales . David Bailey <br /> recommended that the current assessments be reduced. <br /> Clipper Ship vi11.a e, off Mashee Neck Road - <br /> satles have been coring in low because Mr . Earl Mareters has been <br /> selling higher quality units in that area at a cheaper price . <br /> David Bailey recommended that at present, <br /> adjustments should be rade to N2 Properties and Quaker Run Road <br /> Properties (about 20 parcels much below the present assessments ) . <br /> Raw Lard - Map 86 ,, Parcels 1. and 2 . Leslie Greig <br /> pointed out that Parcel 3 ' is owned by ~ the commonwealth o <br /> Massachusetts and is part of the Fish and G ildlI e corrldor. <br /> Parcel. 2 , 21 acres , and Parcel 1 , -both owned by Mr. Andre, are <br /> both in the Fish and Wildlife corridor and are both priority <br /> items ; current assessment is $6 , 933 per acne . Mr., Greig <br /> expressed opinion that the purchase of both parcels will be <br /> consummated sometime early next year. <br /> David Bailey informed Board Members that they could <br /> wait on these types of raw acreage assessment changes . He <br /> advised that he has presented to The Board the "pros and cons" . <br /> The "con" is that Mashpee would lose any ATB case at present <br /> concerning this issue* The " aro" is that the owners probably <br /> Will not contest the values . <br /> Leslie Greig made suggestion that just the priority <br /> parcels be eliminated. Mr . Bailey expressed opin-.on that this <br /> may be discriminatory . Mr. Greig pointed out that the priority <br /> parcels stand a better chance of being sold at a higher price. <br /> Mr. Bailey stated that Mr. Greig ` s reasoning is "common sense" <br /> but is not based on any valid appraisal . Just because there is a <br /> 'twilling buyer" for a specific piece of property does not alter <br /> the fair market value . Mr . Greig expressed opinion this may not <br /> hold true for the very reason priorities have been established. <br /> Mr. Bailey stated that he could argue both sides , but he felt <br /> that either all of these kinds of raw land parcels should be <br /> discounted this year or wait until nett year to see what happens . <br /> Lengthy discussion followed. <br />
