Board of Assessors Meeting Pace <br /> Assessing Process for Subdivision Lots continued <br /> David Bailey informed that he had a similar conversation <br /> with representatives of WillowBend. He feels that once the lot <br /> is indistinguishable from a homeowner ' s lot, such as a lot on a <br /> fully developed road that is ready to go with water, electricity, <br /> etc . , the assessment is l00% of its market value . A discount is <br /> given only when there is a true discount on the property because, <br /> perhaps , the road is not finished or the power is not in, etc . <br /> Additionally , Mash ee ' s law restricts building o <br /> subdivision lots to o per year. Discounts are not given <br /> because of the f ive year period to sell ,, even though this is <br /> legitimate argument. The problem is , how does Assessing know <br /> which lots are discounted. If the developer has the option of <br /> selling any one of the lots in one year for a particular price , <br /> even though Assessing }mows all of the lots cannot be sold in one <br /> year, then the lots are assessed at full value because they are <br /> indistinguishable from homeowners ' lots. To distinguish the <br /> lots , the developer would have to target the specific lots and, <br /> perhaps ,., physically and legally remove thea from the market. <br /> . <br /> David Bailey suggested that The Board go alone with this <br /> fair method of assessing subdivision lots until a determination <br /> to the contrary cores from The DOR or the ATB. <br /> NEW/OLD BUSINESS : <br /> Robert DeLorr is Prolene with a Dock on His Marsh Property <br /> Vice' Chairman DeLory questioned why the valuation of his <br /> marsh has not leen adjusted . previous and lengthy discussion, <br /> just before the last assessment, on the issue of ar neighbor ' s <br /> dock partially located on his marsh apparently did not produce a <br /> resolution. <br /> Both Chairman Porter and David Bailey recalled the <br /> discussion - neither remembered if there was a resolution . Mr. <br /> Bailey recalled that he and the previous Data Collector, Gregg <br /> Fraser , did inspect the property and took some measurements - <br /> however, <br /> e s remen ;however, they were unable to determine the boundaries of the <br /> entire property even though they determined where the upland <br /> property begins . The written findings on this matter cannot be <br /> located , and Mr. Bailey apologized. Lengthy discussion followed. <br /> David Bailey stated that he will check with The DOR, search <br /> for the information , and take care of the matter. <br />
