SECRETARY'S REPORT: <br /> T: <br /> Minutes for the regular meeting held on October 10, 2013 were mailed to members before the meeting. <br /> motion was made by Mr. Laporte and seconded by Ms. Allen to accept the minutes as <br /> presented. The motion was adopted. <br /> TREASURER'S REPORT: <br /> RT: <br /> Bud et to Actual Report: Mrs. Botsford presented the budget to actual report, prepared by the fee <br /> accountant, and reviewed it with the board, explaining the variances. Since our Fiscal Year 2014 has not <br /> yet been approved, the report is based on fiscal year 2013 budget figures. <br /> Accounts Payables: Mrs, Botsford presented the warrants for signature. The warrants for signature <br /> tonight are for the month of October 2013 and total as follows: $33,158.77 for 4001, $5,185.00 for <br /> Section 8, $17,416.00 for MRVP, $32,966.65 for Asher's Path Apartments and $6,990.78 for the Housing <br /> Assistance Program. <br /> Mrs. Botsford reported that we have all residents paid in full at all developments. we are l00% occupied <br /> at Homeyer Village and Breezy Acres. we have one vacancy at Asher's Path. The new tenant is selected, <br /> but canna move in until net geek. we expect two vacancies in December and the process is underway <br /> for selecting new residents. We may have one vacancy at Breezy Acres next month and another is <br /> expected in raid-January. A motion was made by Mr. Laporte and seconded by Mr, Shackett to <br /> accept the Treasurer's deport as presented. The motion was adopted. <br /> EXECUTIVE DIRE 'TOR" REPORT: <br /> Mrs. Botsford mailed members her written report for October and added the following report: <br /> • I will be attending Fall Conference next Monday and Tuesday <br /> 0 I have not yet heard about our applications for funding under the Health &Safety Initiative.-- <br /> mulch to stone, handicapped accessible doors in back. She will keep the board informed. <br /> • Formal notification of our Formula Funding Award for CIP was received on November 4. <br /> T • Mrs. Botsford requested that the board allow her to close the office on Christmas Eve day, since <br /> most staff are taping a vacation day. The board agreed to this.. with. no concerns. <br /> MRVP Notice 2013-03 dated October 23,F 2013 was received announcing that MRVP administrative <br /> fees would be increased from $32.50 per month to $40.00 per month as of January 1, 2014. <br /> OLD BUSINESS: <br /> Mashpee Affordable Housing Trust: Mrs. Botsford did contact the Attorney General's office for an opinion <br /> on the by-lavers and the meetings with regards to open Meeting Law. The opinion received was that since <br /> a majority of the housing authority board is on the non-profit board Mashpee Affordable Housing Trust) <br /> the meetings of the non-profit would be subject to Open Meeting Lave;just like the Mashpee Housing <br /> Authority board meetings are. The Attorney General's office did say that we should re-write the by-laws <br /> to conform with Open Meeting Law. We also have the option of changing the by-lavers so that only a <br /> minority of the MHA board sits on the non-profit and then the-nor-profit would not be bound by open <br /> Meeting Law. After a short discussion, a motion was made by Ms. Allen and seconded by Nor. <br /> Sha keit to table this item until January 2014 after Mrs. Botsford has been able to get <br /> samples of other local non-profit By-Lavers. <br /> Breezy Acres Expansion/Great Cove Commune Update: Mrs, Botsford gage the board an update on the <br /> progress that has been made. Breezy Acres project (Septic Tie in) is moving along and we are hoping <br /> everything will be dome by the end of November. Mrs. Botsford regularly attends the construction <br /> meetings, but missed the last one. <br /> Great Cove Community is right on schedule as well: <br /> Page 2 of <br />
