3 <br /> Corn nurdty Preservation Con nlitte <br /> Minutes <br /> March 11, 2008 <br /> OLD BUSINESS: <br /> Review of Motions for Special &Annual Town Meeting warrant: <br /> Members of the CIC Committee reviewed the draft articles on the May . <br /> 2008 Special and Annual Town Meeting warrant. <br /> The Special Town Meeting warrant contains an article to fund the <br /> relocation of the One Room Schoolhouse. Funding would derive from the <br /> 10%budgeted reserve. <br /> An article required for the appropriation of funds to cover administrative <br /> expenses, operating expenses and legal support'n the amount of$25,000 <br /> i reflected on the May Annual Town l eetmng warrant. <br /> As directed by the Board of Selctreo, the CPC Committee reviewed the <br /> Annual Town Meeting warrant article relative to the purchase of St. <br /> Vincent's property located on Main Street, route 130, Mashpee. It was <br /> noted that a funding application was submitted to the CPC in March of <br /> 2006 from Saint Vincent's Horne Corporation proposing a CPA purchase <br /> for the purpose of preserving open space at the May 2007 Town Meeting. <br /> Due to funding constraints,the 78.67 acre parcel of undeveloped lafid was <br /> deferred for CPA appropriation. The purchase price is $3,146,800,an <br /> estimated cost of$40,000 per acre. In FY07, the assessment of the <br /> property was $5,807,300. <br /> The property has frontage on the Pickerel Cove section of waleby Fond <br /> and would provide potential community access to wakeby Fond. Most of . <br /> the site is an upland oak forest typical of Cape Cod. The property if <br /> preserved for open space would also protect important wildlife habitat. <br /> It was noted the Division of Fisheries and wildlife has expressed an <br /> interest in the property and has offered to contribute $500,000 towards the <br /> purchase. However, it is the Committees understanding the DFw <br /> contribution would impose a conservation restriction on the property. It <br /> was agreed the Town Manager would be consulted regarding the <br /> conditions of the CR. Questions asked include; would the CR allow <br /> passive or active recreation, and can the CR encompass a portion of the- <br /> property for wildlife protection and allow for future use options such as <br /> future recreation and affordable housing.? <br />
