5 <br /> Community Preservation Act Committee <br /> Minutes <br /> November 9,, 2010 <br /> Andrew McManus—Pickerel Cove Recreation Area: (continued) <br /> Certain passive recreation projects are permissible under the Conservation <br /> Restriction CR unposed by the Division of Fisheries and wildlife <br /> (DFw). <br /> The Conservation Commission In conjunction with the Department o <br /> Public Works has proposed to establish a`scar-top"canoe/kayak launch at <br /> Pickerel Cove. Presently, ears are unable to access the area. The <br /> recommendation to establish this type of passive recreation facility sloes <br /> not include vehicles with trailers. The launch is anticipated to cost <br /> $18 <br /> ,000 to $32,000. There is a potential for the I Fw to provide.all costs <br /> and services association to a car-top canoe/kayak launch facility at the <br /> Pickerel Cove Recreation Area. In return,the I Fw is anticipated to <br /> request an open, lifetime access for all persons to use the facility. To date, <br /> there is no official agreement. It is and has been open to all users for <br /> passive recreation usage. <br /> Gus Frederick,the Recreation Director was in attendance and noted the <br /> canoe kayak area,at the State BoatRamp is used heavily on weekends, and <br /> there are many people seeking to launch their canoes and kayaks in a non- <br /> motorized area. Mr. Frederick submitted a letter of support to the <br /> improvement and expansion of the recreational area. The development of <br /> open fields and boating access would be highly beneficial to support <br /> summer camp programs. If required,the Recreation Director agreed to <br /> provide services to monitor the field. <br /> With regards to the CPA funding request to improve access and establish <br /> secondary.parking area referred to as Parking Area,B for approximately <br /> five cars,it was noted the DPW is expected to contribute -kind services. <br /> The remainder of the work would be subcontracted. The total estimate for <br /> the three projects is anticipated to cost$86,000. <br /> Discussion followed with regards to the second.parking area and activity <br /> t envisioned at the ramp and playing fields. it was suggested the second <br /> p .rkig configuration be open to possible expansion. It was <br /> recommended the area neighborhood be consulted regarding the secondary <br /> access to the facility. It was noted the CR requires no permanent <br /> structures on the property. A.second parking area would be permissible. <br />
