Conservation Commission <br /> November 1, 1990 <br /> Page 8. <br /> Ms Litts came forward on behalf of her mother, Mrs. Elizabeth O'Neil, who had <br /> received an enforcement order. She advised her husband is a P.E. and they surveyed <br /> the property; they found very little difference in elevations due to accretion on <br /> the beach. They had a problem with beach roses growing out into the grass. Snow <br /> fencing was put in to contain the sand. They decided to take them out and start <br /> over with grass, as it was originally. Revegetation plans were reviewed. <br /> Mr. Coffey asked since when the topo had not varied? Ms Litts advised it was last <br /> done in 1986; it varied 2/10 of. a foot. She stated she cannot determine where the <br /> end of the dune is; probably all of their property is in the dune area. <br /> Mr. Coffey stated his impression when viewing it just after vegetation was removed <br /> that a piece of the contour had gone with it, He was appalled that someone in that <br /> location was looking to have a suburban lawn. <br /> Ms Litts stated they did not see any other options; the roses were encroaching on <br /> the house. She did not- have any problem with beach grass as long as they have the <br /> fence there. She showed pictures. <br /> Mrs. O'Neil advised they had a problem with the cesspool this saner and some of <br /> the revegetation had to be taken away to correct that; that's ghat started every- <br /> thing. when they first bought the house, it had a ]awn like a putting green. They <br /> did not know they were digging in a sand dune and thought they were in their own <br /> yard. <br /> Mr. Sherman asked if cesspool work was done this summer and Mrs. O'Neil stated <br /> they excavated to pint in a pipe. He stated whoever did that work was in violation <br /> of the wetland Act also. He advised, since the incident, Mrs. O'Neil and Mrs. Litts <br /> have been cooperative. He feels the disturbed area is more than is shown on the <br /> plan. He suggested a. meeting at the site to ascertain precise dimensions. A Notice <br /> of Intent was not required because what was done exceeded the performance standards <br /> for dunes. He suggested the commissioners go out and view the site. The site must <br /> be stabilized for the winter, <br /> Mrs. O'Neil stated she has been told by several people in the field that it is not <br /> too late to plant and has someone on lime to do the work Monday if permission i <br /> received. <br /> Mr. Sherman stated he would want to speak with the person doing the work also. <br /> Ms Litts stated they want to replace the fence also. Mr. Sherman advised to put <br /> in a fence would require a Notice of Intent and a provision for maintenance could <br /> e made. <br /> It was .agreed Mr. Shennan would meet with Ms Litts at the site tomorrow at 10:00 a.m. <br /> He asked if the co=ssion was satisfied with the two species proposed or would like <br /> additional?
