April 19, 1990 <br /> Page 2 <br /> Mr. Burgmann stated the building will be jacked rip and will <br /> be pile supported with new bears placed and the building <br /> placed on the pier. . It will be poured concrete and there <br /> will not be a driven pile . Revegetation will be dune grass . <br /> Disturbance for excavation of the septic and pump will be <br /> revegetated with grass lawn as is there now. <br /> Mfr. Coffey asked for clarification of the % role in a► case <br /> like this . Mr. Burgmann advised, regarding work in flood <br /> hazard areas, if the value of the improvement is % or <br /> greater than replacement value of the existing property, they <br /> must bring all of the existing property into compliance with <br /> flood plain elevation. Tale the assessed value of the <br /> structure , not the lana, and apply construction costs of <br /> improvements to that, if the individual does not agree with <br /> the assessed value , an independent appraisal can be done . It <br /> is Catch 22 , if greater than assessed value , the building <br /> department turns that over to the assessors . <br /> George and Eleanor Brown, abutters on Lot ST, advised they <br /> were not notified of the hearing. it was ascertained notice <br /> was seat and returned . fir. Brown stated it <br /> would not hold a teasponful of water. <br /> Mr. Burgmann stated if there is a problem now with the <br /> contours in them now, they are not raising the elevation <br /> above the existing 9 ft. contour now. They are bringing up <br /> that elevation and carrying it_ further, not higher than the <br /> top of the dune . He would be happy to rework the etch basin <br /> and readjust the frames . This is not on Fir. Appleyard " s <br /> property; the Arruda ' s would have to dive permission. <br /> Mr. Coffey asked if Mr. Brown would thea be satisfiedµ and 14r. <br /> Brown stated he would if it is one hell of a catch basin. <br /> 14r. Coffey did not feel Mr. Apple and should be expected to <br /> solve all the flooding problem . He suggested the neighbors , <br /> s a community, contribute to salve the problem. <br /> Mr. Brown stated this will be right in his ocean view and not <br /> 150 feet from his well .
