Conservation Commission
November 29, 1990
Page 10.
8:45 New Seabury Co., Beach Nourishment, continued hearing. Data was reviewed.
Mr. Sherman advised Jim O'Connell of CM evaulated the proposed Order of Conditions
and concurred with the exception of the tires, which should be included. It was
noted they were.
VOTE: Motion made and seconded to close the hearing. Unanimous vote.
HEARING CLOSED - ORDER OF CONDITIONS ISSUED.
9:00 NEW SEABURY CO., Request to amend the negative determination for snow fencing.
Mr. Sherman advised Atty. Glenn Wood has found it to be very murky. He felt it would
be premature to close; there is a legal question.
Mr. Grotzke advised he had contact with Mr. McNamara and will be meeting with him on
Saturday.
CONTINUED TO DECEMBER 27, 1990 - 8:15 P.M.
9:15 New Seabury Co., Lots 1379, 1378 and 1377, continued hearing. Michael Grotzke
presented a plan to abandon one of the cottages, combine the last two into one lot,
enlarging the remaining cottage, to answer concerns of the commission. There is one
septic. It solves the parking problem; access will be from the original drive.
Mr. Grotzke stated he is interested in seeing the dune restored. It was 2 X 773' ,
a total of 1546' . It is now designed as one 6-bedroom septic, rather than two
4-bedrooms, an overall reduction.
Mr. Coffey asked the northernmost parameter of the structure and was told it is the
same.
Ms Behrman asked if the location of the house could be moved 9-10 feet?
Mr. Coffey asked where the proposed patio, use area, walkways, are located? Are
there plantings proposed that would discourage skirting the present eroded areas?
Mr. Grotzke stated he would vegetate -this by putting in natural ground cover. He
is asking for a preliminary feeling of the commission.
The consensus is that this is a far superior proposal.
Mr. Desrosiers stated, by being close, it may discourage activity; plantings in the area
may restrict and it may be an advantage to hold that line.
Mr. Grotzke stated they are dissolving the lot line; it will become one lot. This has
been submitted to the Board of Health; the plan is the official filing for the septic.
The parking lot is eliminated.
On 1379, they would like to pursue the rebuilding of the dune.
Mr. Sherman asked that New Seabury forward a copy of the proposed plan for 1379 to
Jim O'Connell of C714 and Mr. Grotzke agreed. He advised they may delineate a small
path with posts to accommodate the people concerned with the closing of the access.
CONTINUED TO DECEMBER 27, 1990 - 8:30 p.m. (1378 and 1377 are combined) (1379 is for
dune restoration only) The parking lot is eliminated.
