Mashpee Conservation Commission <br /> Minutes of October 12 1983 page <br /> R. <br /> Executive Secretor � re: Makepeace Property and Application for Grant <br /> on Harding Property <br /> The Executive Secretary explained to the Commission that the state is <br /> releasing the $366,000 which is the State's share of the Makepeace ac- <br /> quisition. He said that this was a problem up until a few days ago <br /> in that they had been advised by Mr. Lerner that he wanted the town t <br /> secure land court approval of the plan. Nor. Lerner was given assurances <br /> by town counsel as to the title on the property. It will be approxi- <br /> mately sic weeks before the funds are received which will be in adequate <br /> time to meet the mote due at the end. of December. The Executive Secre- <br /> tary said that he will be discussing with the Treasurer the town' s plans <br /> for the last of the $11 4,000 that the town ores. it will probably be <br /> handled over a gree-year period. He advised the Commission that ' there <br /> will be a line item at town meeting on the omnibus budget for principal <br /> and interest for the acquisition. <br /> Also. Joe Murphy explained that there will be an article on the annual <br /> town meeting warrant seekirig funds to have the land surveyed to land <br /> court standards as there is a need to have the town clearly identify their <br /> property. He said that a request for proposal will be issued which will <br /> be offered by the Selectmen' s office to engineering surveying firms. He <br /> said that the request for proposal is being prepared in such a way so that <br /> if we did acquire the Harding land, we could use the same surveyor, He <br /> said that the Selectmen are willing to sponsor it but would appreciate a <br /> word from the Conservation Commission as to the importance of this. <br /> In terms of the Harding land, Joe explained that the town has submitted <br /> application. Mrs. Harding requests $200,000 and we have two appraised <br /> figures -- one at $200, 000 and another at $166,000. Since the two ap- <br /> praisals vary by more than 10 percent, according to the standards of the <br /> state environmental management, we need a third appraisal. Jae said that <br /> he has secured ars appraiser and it has been promised by the end of the <br /> meek. Mr. Lerner indicated that they would not be reviewing theapplica- <br /> tions until the second or third week in November. Mrs. Harding doesunder- <br /> stand the procedure. . Also, Mr. Lerner indicated that them are a sizable <br /> number of applications from Barnstable and Dukes Counties which are from <br /> Bourne, Brewster, Edgartown and others on lower Cape. He said that it was <br /> in access of the $5M available. <br /> Executive Secretary re: Bog Management Committee <br /> Toe told the Commission that Wendy Rubin was appointed to the Committee, <br /> however, had to attend another meeting and' asked Paula So, tis to stand in <br /> for her. <br /> Joe explained that the town may be in a position to negotiate on the price <br /> of the Harding land. The town will have to come up with 0% of the money, <br /> which could come from a variety of sources such as the conservation fund. <br /> He said that there is money from the cranberry bogs which will be coming <br /> in* Also, at the last town meeting, the town agreed to self. 7.4 acres of <br /> land* He said that land which is sold by the town has limited user but <br /> the money could be used to ac <br /> gie other land to build a library buil <br /> d- <br /> ing or public works garage. <br />
