ashpee Conservation Commission <br /> Meeting of -July 31 , 1986 <br /> Page 2. <br /> Chief Edward Harti n speaking - Continued <br /> The nearest accessible water supply point for that particular area of the coma. <br /> unit, is a hydrant on the Centerville s tervi l l e Fire District water system which <br /> is located 6000 feet from- the end of santui t Pond Road. <br /> f <br /> .:Ques-tfon was raised re the developer building a reserve pool . Chief Hartin <br /> ,,stated that is another option but the developer has indicated he did not grant <br /> -to build a swimming ng pool or anything of that nature. In answ-er- to a question, <br /> the Chief stated they did not include a doom in the options. <br /> Ms Behrman advised the proposal before the Commission is to put a two-lane"" <br /> ..access road in for fire protection. A proposal for a dock and any other -item <br /> °l viou -d � different consideration and would require another filing. The. Chief <br /> tat. d � .only rd one a and a turnaround at the bottom with the dry hydrant. <br /> Dr. Lerman stated the developer has given the impression the Fire Dept. needs <br /> two 1 ane road with tura around and al so , when. asked why he did not put in a pump <br /> the developer stated he needed the road to service the pump also. Dr. Lerman <br /> stated it was obvious the man wants to put the road in for other* purposes, <br /> Richard Shaughnessy distributed naps of the santui t Pond Area, He advised that <br /> this past winter the Planning Board has approved 294 units on the pond which i <br /> more than all of the houses already there. The pond is 173 acres , mostly shallow, <br /> h,Fith the deepest point 10 feet and the average 5-6 feet. He stated a 2 foot pipe <br /> could not be put in without a support system, A constructed box would have to be <br /> at the end fo,r the pipe to rest in so that mud would not be drawn i n. and he <br /> questioned the effect on the free passage of boats . With all the other develop- <br /> ments there, he stated if this organization was granted this right all tete others <br /> would feel free to ask for this also. <br /> David Sharpe advised the cranberry bogs that Hostetter purchased has a new pipe <br /> coming out of the bog into a box in the water that extends 20 feet from -the <br /> beach. He inquired whether permission was granted from the Conservation for <br /> thea to do this. Ms . B hman agreed to check the files and look into the matter. <br /> Mr. Sharpe requested ars answer in writing from the Commission. <br /> It v• s noted agricultural uses come under~ a separate catagory. <br /> John 1arkonda invited the audience to contact }aim with any questions . He advised <br /> then of a project in Craigvi l l e, The Red Lilly Pond Restoration Project, which he <br /> -pared-cranipared to a smaller santui t Pond. With the Town Planner, it is intended to make <br /> application to the Clean Lakes Program for funding' to do a study of Santuit pond. <br /> He stated the Pond can be sacred. <br /> Mrs. Leman asked who establishes procedure for approval by the planning board <br /> and suggested that Conservation he involved before final approval , Mir, Rosenberg <br /> advised Conservation has only a mandate to specify how projects shall be carried <br /> out in. order~ to minimize adverse effects to the environment. The right to grant <br /> or deny projects are exclusively given by state statute to the Planning Board <br /> and Board of Appeals , 'Also , i t is specifically provided in our enabling act that <br /> we act only after all other town permits have been granted. <br /> In answer to a question by John Malone, Ms . Behr an stated the Commission has 21 <br /> days from the close of the hearing which was two weeks ago and the order of Core <br /> d i t i ons will be issued this week or next, after which time there is 10 days for <br /> ars appeal to DE and OEQE can issue a supercedi ng order which also has an appeal <br /> procedure built in, <br />
