Iashpee Conservation Commission <br /> Meeting of November 7, 1985 <br /> Page Six <br /> (John Bowden - coat. <br /> Earl Lantrey, agent and Jean Gustufson were present on behalf of <br /> the applicant , John Bowden. <br /> Mr. Lantrey presented plans and certified receipts indicating <br /> notice to abutters . He statedthat the It slopes to vegetated <br /> wetlands i.e . a small pond. It is proposed to do "a certain <br /> amount" of cutting and filling on the slope for the house con- <br /> struction. A variance has been received from the Board of Health. <br /> The septic system is approximately ' from th wetlands. All <br /> work on the proposed retaining wall would be done by hand. Al <br /> work between the dwelling and the wetlands would be done by hand. <br /> Hay bales will be placed at the edge of the work area to help <br /> prevent erosion during construction* A rubber-tired backhoe will <br /> be the only means of earth-moving except a.nual labor, A full <br /> l <br /> head-wall at the back and the front of the foundation is proposed, <br /> Mr. Lantrey recommends r ends that the Commission include in special <br /> conditions , a spJ-11-way at the end of the pipe from the roadway as <br /> water from that pipe aces run off down the slope . The pipe has <br /> been built so that it directs toward the wetland. Siltation is <br /> presently taking place. Aspill-way rooks r possibly a dr well <br /> ,._ would eliminate the Splashing effect from the pipe , <br /> The nearest point of the house to the wetlands is 421 and the nearest <br /> point to the retaining wall would be 221 . Ir. Lantery indicated o <br /> plans , The limit of work area is the just below the lowest retaining <br /> wall , This is just below the eight foot contour. The wall will <br /> probably be a railroad tie wall. <br /> Parking area will be between the upper retaining wall and the house , <br /> The surface of the driveway will probably be loose-stone . <br /> Mr. Rosenberg suggested eliminating both retaining walls to prevent <br /> disturbing vegetation and the need to clear and fill as much as pro- <br /> posed,, <br /> Corrections were rade by Mro Lantrey and initialed , specifically <br /> for the driveway area. <br /> The Chairman read a letter from abutter at #5 Vale Lane expressing <br /> objections to this project . The letter noted potential flooding <br /> conditions at the site due to rising of Witch' s Pond during pro- <br /> longed rain situations . The flooding becomes 'dangerously' close <br /> to the rear of said abutter's house . This letter is attached here- <br /> to and made a part of the minutes . <br /> Mr. L me r discussed these objections citing remedies proposed for <br /> this construction to allevi <br />
