i <br /> On se rva t i on Commission <br /> Meeting of February ) 1987 <br /> Page 5. <br /> The primary use is passive recreation, swimming pier . In the Rules & Reg- <br /> ulations <br /> eg- <br /> u1ations of the Condominium Association, no motorized boats are allowed . The <br /> only access i s the 5 foot wide gravel aik:vay. This is a 52 unit OSID devel - <br /> opment <br /> ve1 - <br /> pment with a 1 1 units above the water ' s edge. There is a we l 1 covered bank <br /> to the pond which will be left i n its natural condition . There will be n <br /> cutting of vegetation in the area . There i s 155 ' of frontage and they have <br /> attempted to create a sensible approach -to the water to prevent any future <br /> erosion problems. As there is a fisheries habitat in the pond , there will <br /> not be any power boats and that should cut down on any turbidity. The piles <br /> are 1 inches in diameter- located 10 feet apart. These wi l l be driven by a <br /> barge that can eater the river from the landing across the way. There will <br /> b inch spacing on the walkway and pier to allow sunl ight to penetrate. <br /> It i s 5 feet from the bottom of the pier to the pond bottom. I t i s a permanent <br /> structure so there will be no scouring of the bottom. All work is to be done <br /> by hand in the upland areas . The work area surrounding the 5 foot wide walkway <br /> should be no more than -3 foot on either side. As it is a flat area no hay <br /> bales are proposed . Any disturbed areas will be revegetated with naturally <br /> occurring vegetation found on the site. Any pruning required after the fact <br /> will be requested as a separate amendment so that once the gazebo is constructed <br /> they may see where the best view i s . -The gazebo 'is a deck with a roof o <br /> posts with rai l ing across the sides . There is no electricity or water planned <br /> for the structure. A post hole digger will be used for the sauna tubes . <br /> John <br /> ubes . <br /> John Varkonda stated he had concerns with a power boat being docked and the <br /> sediment that would be disturbed. The area is heavily choked with aquatic <br /> vegetation. 1f it is in the rules that power boats are prohibited , his con- <br /> cerns <br /> on- <br /> cerns are taken care of . <br /> Ms Langhauser read from the Rules, Article ' o power boats shall be used , <br /> moored , docked or maintained around the dock located i n the common area.. She <br /> agreed a. signed copy of the rules and regulations w i t 1 be forwarded to the Comm- <br /> ission. <br /> omm- <br /> i sion. She further stated there is no pian for vegetation. control in the pond <br /> itself. There is a swimming pool associated with the development in the upland <br /> area . <br /> El 1 iot Rosenberg asked if there is a concern with smal 1 boats being pul led up <br /> on the bank. <br /> John stated that with the heavy vegetation and limited 1 ear i ng proposed, it <br /> would be almost impos ib1e to get a boat up there. I t was noted there is a <br /> town landing across t h way. <br /> Ms Behrman adv i sed the Comm i ss i on cannot act on the app i ea t i on until 1 act ion <br /> is final by the Planning Board . <br /> Comments f roan the pub i : Richard Shaughn s sey, Santu i t Fond res iden t, stated <br /> he was disturbed with the approval of the pier . This is the same project that <br /> wanted to put a pipe into the pond to draw water for their fire sys tem and he <br /> is surprised to learn they now have approval for a pier in the same area . He <br /> asked i f the pier is not going to be used for boats, lvrhy does it have to be so <br /> large? The pond is basically spring fed with many springs . However, there is <br /> a flog of water from north to south and the charnel in the pond in the area , <br /> even though it is sluggish , runs along at the encs of that pier . Further, the <br /> extended length of the pier, for the intended use, would seem excessive. H <br /> also questioned what other use will be made of a <br /> gazebo of that size e end ghat <br /> noise might emanate from that activity. <br />
