Conservation Commission <br /> Meeting of April 7, 1988 <br /> Page 3. <br /> Ms Behrman asked if they received a Board of Health permit for the outdoor shower <br /> and what was the drainage. fir. Lundgren stated no permit was received and there <br /> is a large drywell . Ms Behrman stated this facility should not have been installed <br /> without a Board of Hea l.th permit. Mr. Lundgren stated he was net aware of this. <br /> Ms Beh rman stated before the commission can act on the plan, Board of Health <br /> Input is required. She expressed concern with the shower in that location with <br /> erosion going out through the viall . The Commission will require an Engineer' s <br /> certification on the structural stability of the wall including stability of <br /> the soils behind it in the base. Also, permitting documentation from the <br /> Board of Health on the shower. It should be indicated on the plan how much <br /> cubic footage of fill was placed behind the wall. Also, it should be indicated <br /> on the plan wh t the stairs lead to, a path,, etc. <br /> Mrs,. F rrida stated, if engineers approval of� the wall is received,, the erosion <br /> coming out from behind thel l st i I I has to be- dealt with, The steps to be <br /> taken should be part of the en i neer i s report. <br /> Ms Bearman stated there is a large amount of brush dumped on the edge of the <br /> wetland that was part of the enforcement order. , Mr, Lundgren Mated all brush <br /> has been cleared out, there are some logs. Ms Behrmn stated that is part of <br /> the material to be moved. <br /> Mrs. Ferriday suggested h ybales be put on each side of the wall where there <br /> is erosion. <br /> CONTINUED TO MAY 53 1988 -- 7:300 <br /> I - Robert Nahiglan (Cape & Islands Survey i n g . Revised plan dated 11/18/87 was reviewed. - As suggested.-the <br /> house was mored back 10 feet from the wetland. Board of Appeals variance <br /> was received. The well was moved within 105 feet of the adjacent leaching. <br /> The amount of fill 'Jas cut to zero. The retaining wall will be 4 feet high. <br /> HEARING CLOSED. <br /> E1:30 - Cartal Development - Charles Talanian (Holmes & McGrath) Lot 9 Oc way <br /> Bay. Todd Palmentier presenting. The project was filed 1/86; was approved; <br /> r•ece i v ed an order of conditions, but pool and patio were denied and it was <br /> specified, no paved driveway. The order of Conditions was appealed to DE E. <br /> The pool and. patio were eliminated but Mr, Ta l an i an wished to retain the paged <br /> portion of the driveway. DEQ E up e l d the appeal with the modified plan. The <br /> latest revisions of 10/14 are outlined. Plans were sent to DEE requesting <br /> .a s u perked i ng order be amended to include the pian as before the Commission. <br /> They stated it was under the scope of the existing order. It is requested <br /> 'that the Commission amend the Order of Conditions under the Town bylaw to <br /> reflect the superceding Order. <br /> Mr. Rosenberg stated there cannot be a paved surface. Nor. Palmentier pointed <br /> p <br /> out that DEQE does not recommend it, but they do not specify they cannot have <br /> one. Mr. Rosenberg stated they would not have put these comments in if they <br /> were satisfied with the plan as submitted. It is clearly a request that the <br /> driveway be changed to a permeable surface and that erosion control and drywel l in <br /> g <br /> be put on the plan as recommended. <br />
