Conservation Commission <br /> Meeting of April 7, 1988 <br /> Page 4. <br /> Ms Behrman stated the Commission is concerned with the increase in sealed surface <br /> and number of automobiles* She asked where the runoff is going. Mr. Palmentier <br /> advised it will be running down the road to the existing facilities that have <br /> been approved. <br /> Mr, Rosenberg stated the runoff potential cannot be increased to go into what was <br /> designed before to adequately carry one and will not carry two. <br /> Nor. Palmentier stated they are not increasing the runoff down the road, the guest <br /> parking will be crushed stone. Ms Behrman pointed out this is not indicated on the <br /> plan; It should be specified. <br /> Mr. Rosenberg stated that any subsequent owner coming in will not know he i bound <br /> to have a permeable surface as he will not see the letter. <br /> Ms Behrman asked if it were part of the deed on file and fir. Palmentier did not <br /> think so. She asked how that particular condition would be referenced for any <br /> future, owner as the plan in front of the Commission does net say permeable. <br /> Mr. Palmentier advised the house is being raised which will decrease the amount <br /> of excavation and will decrease the slope of the driveway. <br /> Ms Behrman read from the letter from BEQE: The department recommends that all <br /> driveway and barking surfaces be constructed with a permeable surface. Surface <br /> runoff from all- impermeable surfaces must be directed to a leaching structure <br /> as required by Special. Conditions 2, 3 and 4. In addition, all wetland resources <br /> etc. , must be protected from erosion and siltation. <br /> She stated, they are giving the Commission a choice. <br /> . Palmentier reiterated, his point is, they recommend; it does not say it shall <br /> be pervious or permeable surface and as such, they are in compliance with the <br /> superced i ng order which says that the parking ng areas have to be permeable material <br /> and all drainage from impervious surface must be directed to the dr;ywe l i . <br /> Mr. Rosenberg stated that is not what DEQE said. He read, "All driveways and <br /> parking areas shall be permeable", and told Mr. Palmentier to read it again <br /> The Commission concurred; this will be put in the order of Conditions. <br /> Lisa advised the state agreed with where the hay bales are at the edge of the <br /> work limit. In the order written by the Town, it was stated that no staked <br /> haybales denoting limit of work be more than to feet marsh a d of the edge <br /> of construction. She suggested this remain in the order of Condition. <br /> Ms Behrman stated the haybales will have to be moved up and continued. <br /> Mrs, f arsters asked precisely what amendment was being requested to change and <br /> was told they were seeking to change #18 re paving of driveway, they are not <br /> seeking to change anything else. <br /> i <br /> Ms <br /> Behrman stated this is not the plan on which the order of Conditions was <br /> issued. Mr. Rosenberg read the revisions. <br /> Ms Behrman stated a Modified Notice of Intent, listing all the revisions will <br /> be needed. Mr. Palrientier stated a letter~ was all that was submitted to the <br /> State. <br /> HEARING To BE CLOSED UPON RECEIPT of INFORMATION. <br />
