Peter Quinlan presenting with Maureen
Quinlan.
Ms Behrman requested a letter stating Maureen S. Quinlan in the owner.
Mrs. Ferriday asked if there is any way the runoff from the polyethelene can be
stopped. fir. Quinlan stated he has been doing experimentation and will be using
. a mesh that will allow water through rather then the polyethelene.
Ms Behrman questioned the usage of fertilizers or pesticides and was told they
will use a time release granular, applied individually, not broadcast. No
pesticides are to be used. Phosphates will be used at a minimum. she stated
some type of reporting will be requested and the state wi 1.l be consulted.
Mr. Quinlan stated he and. his brother are certified applicators and report
everything.
Ms Behrman suggested a berm i ng arrangement in a horseshoe configuration to slow
runoff.
Mr. Quinlan asked if it would be -possible to clear down close to the brook area.
Ms Behrman stated cleaning up would be okay, no cutting. He stated the intent
would be to clear two-thirds of the underbrush behind the shed, gust cutting down*
Ms Behrman stated, once to allow thea to clean up the tires, the Board would con-
sider this.
Mr, Quinlan asked, If they cleaned for good all the underbrush between the trees,
would they be allowed to put back all wetland Material . Ms Behrman stated that
would require a Notice of Intent. Surface clipping to 6 inches would giire acc-
essibility to remove the trash and the substory will regenerate,
Mr. Quinlan asked to knock down half the building already collapsed. Ms Behrman
stated that would be a separate Notice of Intent.
Ms Quinlan stated there is a fence across Quinapen, but this is her right of way
onto the property.
Ms Behrman advised, concerning the removal of the back of the shed, to discuss
this with Lisa as this might be handled with a Request for Determination of
Applicability. she asked that they give a written modification for the use
of propylene mesh and to request a one-time pruning of the substory vegetation,
not the trees, to a 6 inch height in the buffer zone, stating a specific stopping
point. The berry proposed should be 6-8 inches, vegetated, and should be pari, of
a Request for Determination of Applicability for the shed.
HEARING To BE CLOSED IPPON RECEIPT of FUTURE INFORMATION.
oo - David H m nwa Arrow Engineering) Greg Thorn presenting.
