Conservation Commission
-July 28, 1988
Page 2.
Col. E rogna advised utilities must be hooked. up to provide for storm-
drainage; sanitary sewer con-nections and a water system for the new
facility. They are talking square footage for the new building, re
impervious cover, minus what we take e away and any alterations to the
parking area. Theoretically, the parking space requirements will not
-change a great deal , there will not be an expansion of people or-
.vehicles.
Mrs. Simmons asked Col. B ogna to demonstrate on the map they seat.
Mr. Rosenberg pointed out that a recordable map was needed, what has
been received is photostats with something drawn in. The Commission
does not have a complete map of the area being discussed. , .There is
statement identifying three substantial areas as potential hazardous
waste sites within areas -which may contribute or influence .-the runoff
to-. the drainage . easement; a.. coal storage and ash disposal -area.;-. a coal,
-and. ash pile runoff; -and-= an aircraft maintenance storm drainage ditch.
The--Commission has no information on- what effect these areas mould
h air e.
Col. Brogna stated they.' . do not have a- new - site plan , far the new con--.
st action het because it has. not been designed* They know, from the
scope of the work, there will be a new facil-it ; renovations to an ex-
i-sting faci i and there wl l t be the. deaol ition - f bu ldi.ngs--th -t.% -are
used now. but. wi 11 -..not be used after -the conversion program ris- complete*
What the- actual.- square- foctage, change will b,e.- to. compute =impervious
cover, has not- off i c i al l y .been. determined -yet. They do -know,
from the . square footage point- of vi.ew,- their., are not ,-going to be in-
'creasing anything ign-ifcan-.tl ---with the F-15 becaus-e....they .-are not
authorized, t
:fir.. Rosenberg stated the impervious area is not the only problem. We
have a problem with ' the various areas which could, be, and you. have
.identified thee# as possibly contributing or ,influencing the runoff;
hazardous waste influencing the- runoff into- the drainage ditch with no
.information to the Coanission concerning it& Going war back to the
original zeetin8, there was .-the sane prod es, when. Mr. Orlow was here.
It was suggested, -let's dor- it. in the form of a license with a= pro .-
is-ion for nonitoring wells- and periodic reports so that so long as the
drainage area remains clean. : they would have a license but -if you- dome
up with a seri-annualreport showing hazardous waste., as defined by
either the State or Federal , law, being dumped in there. and this drain-
-a a -ditch -runs night. -,dorm into the pond; - i f that happens a r will
g
have. to be:- .foundr ' o eliminate.-. that or. t stop the drainage a The oa
is
i s i on does not want to stop thea or get into a f i ght but on. the other
and neither party knows the answerse r hen talking about an easesent,
onceg.iven to them,, the Commission is out the window, no matter what
happens there.
As Behrman stated this was asked for a long time ago, the day after
the first. hearing; a list of items for which information was requested
and was agreed to by lir. Orlon. The only response was a series of
p
tele hone cabs at her home and place f work demanding to know if the
license had been signed, He did come up with a draft license which
was totally inadequate and did not address any of the Commission's
.concerns.
