Conservation commission <br /> 'August 25, 1988 <br /> Page 79 <br /> He continued, subsequently, s1gnificant rainfall determ1ned the pipe was springing <br /> las and creating even greater problems than existed before. <br /> Lisa pointed out it was the state's requirement, their approach, to file a Notice of <br /> Intent. <br /> Mr, Kirrane stated the subdivision was designed in the o's. The drainage, at that <br /> time complied with the subdivision control law regulations. obviously, that drain- <br /> age at that location is inadequate. They are proposing to remove the pipe which has <br /> been blocked off so there is no flow into Mashpee River, but the blocking off has <br /> caused the pipe to spring soneleaks. They are proposing to remove the pipe and plug <br /> the pipe at the location of the storm drain, In addition, the storm drain will be <br /> cleaned as apparently a significant portion. of the problem relates to inadequate <br /> maintenance of the storm drain. They are proposing to provide additional storm <br /> drainage and leaching capabilities. He tried to contact the highway department <br /> for the purpose of discussing this proposal in advance of this hearing to determine <br /> whether or not there was a recommendation from that department that he could supple- <br /> ment this plan with a filing to address that application and has received no recomm- <br /> endations from the Highway departrent. He introduced Jack Landers Cauley from Arrow <br /> Engineering. <br /> Mr. Rosenberg asked if Redwood circle was a town road and was told it was private. <br /> Ms Behrman stated lot 15 is not subject to the current hearing. The house has been <br /> constructed on lot 1 . <br /> Mr, auie _stated i i theiridea o get the water away from the River. In order <br /> to r D n i m i e the imp on the_`r_ i ver_or' on the lot, they propose to place two 'leaching <br /> I <br /> basins on the gest side of the road, farthest from the river, where the transformer <br /> is located, within the road layout. The sketch shows the two existing basins that <br /> disect the sides of the goad which would be converted to solid catch basins. They <br /> intend to remove the 101 connected to the down gradient side of the catch basins <br /> within the layout off of lots 14 and 15 as far away from the Mshpee River as poss- <br /> ible on the top of the shoulder where it is easy to access, disconnect it and plug <br /> the catch basins, clean the basins out, and since they're solid they assume they're <br /> catch basins, reconstruct on the opposite side of the street two outlets, each to be <br /> directed towards a leaching basin. This design as stated in the letter to the DPW is <br /> quite super i ou r to what's out there now, If there is a problem with maintenance and <br /> the catch basins aren't maintained, the leaching basins won't silt p; thein ability <br /> to percolate will be maintained a lot more regularly tharthroughout the whole sub- <br /> division. <br /> Earlier, Lisa brought to his attention the Town Engineer recommends certain design <br /> standards for the drainage. He has not had time to get those for this evening. He <br /> would like to finish his presentation tonight and see if it is a reasonable concept <br /> that the Commission can accept; one that Mr. Sullivan has accepted, then if it is a <br /> ratter of coming to design standards for the Town, they would go about doing that. <br /> Design standards for the Town are l in lg years, he would like to hold that standard. <br /> Lisa stated Mr. . <br /> owley wants ether 1n 10 or 1 �n he suggested both. <br /> Mr. Galey stated he would want to design a to year story. There will be no specimen <br /> trees taken .down. Being in the layout, the Association can have the responsibility, <br /> after const ruction, to do any maintenance they choose to do as an association. <br /> Ms Behrman asked will the bank be revegetated as when the catch basin overflowed, <br /> they were eroded, on lot 14. <br />
