Conservation Commission
August 2 , 1988
Page 8.
Mr. Cauley stated this was minor in the overall scheme of things and could be rade
part of the order of conditions to restore that.
Nor. Kirrane stated if that dwelling i completed, that bank is goinghave to be
addressed.
A letter from Charles Rowley was read stating agreement with the concept shown on
the sketch but expressing concern with the size of the leaching pits with respect
to the existing road grades, tenth of road which drains to this point and the
impervious driveway and roof surfaces which will also contribute runoff, e
stated there should be assurance from Arrow Engineering in the form of runoff
calculation-s that the two leaching pits are adequately designed to handle the
runoff volume. Normally, subdivision road drainage in the Town of Mashpee is
designed to handle the volume of runoff generated from a to ,year evert over a 90
minute duration. In this instance, he would recommend a calculation used on a
25 year storm over a 90 minute duration to provide extra storage for storm water
as there is no place for the excess water other than the surface of the street or
the Mashpee River. This cannot be determined if either of the storm conditions have
been accounted for by the level of data given.
Mr. Rowley further stated Ernest Virgilio has expressed other concerns as well that
he felt have not been met.
Mr, Tirane stated it would have been nice if M . Virgilio had supplied them with a
letter of his concerns.
Mrs. Simmons asked if they had contacted DEQE and had they made any comments?
Mr. au ley stated he contacted Leld n Langley and his only mO ment was he wanted to
see a solution satisfactory to everyone. Lisa is to call hire.
Mrs. Jacobson asked who is responsible for maintenance. Mr. Cauley stated the norm,
after 51-55% of subdivision is sold out, the burden of maintenance goes to the home-
owners,
Mrs. Simmons asked what type of maintenance schedule wasp p r osed
Mr. Cawley stated he was not asked to do one, but stated he would.
Mrs. Simmons stated none of this addresses the River itself and asked if that would
be dome in another part, re the monies to be applied*
Mr. Ki r ne stated that was presented earlier and no definitive response was received
from the Commission. Information in the offer previously made still stands. They
are also concerned in solving the zoning issue that they proceed as fair as the Con-
servation issue is concerned with the construction of the dwelling on Lot 14 which
was the subject of an earlier order of Conditions.
Ms Behrman stated at the previous hearing and discussion of what to do about the river
and the situation a the mill pond, we did have comments from the herring warden and
he did have some serious concerns about the adequacy and there was an impasse. She
feels his client should discuss this further with the Herring garden.
Mr. Iirrne .stated he recollects that Mr* Virgilio was proposing to do a lot of that
work by hand with his staff and his client was going to contribute.
Ms Behr an stated he had serious concerns as to the adequacy of the payment.
