Conservation commission <br /> September 21 , 1989 <br /> Page 4. <br /> Concerning the Hydro-lift, Mr. Depietri stated it is no different than a <br /> Catamaran sailboat, he can take it out and away tomorrow, <br /> Mr. Sherman stated it cuts off light in places, as a float would, and in his <br /> opinion merits a filing, The Shellfish Warden,, upon viewing the area, was 6f <br /> the opinion dredging was done in that area. <br /> Mr, Depietri stated it was not dredged. <br /> Mr. Sherman advised Mr. Somerville stated that the compressed air from such <br /> devices could cause the alteration to the bottom, <br /> Chris Riel of I.E,P. advised this situation i s treated like a float would be and <br /> an addition concern in the notice of intent is the potential need for a Section <br /> to ACOE permit and also chapter 91 license because it is below Mean Low Water. <br /> He suggested they look into this. <br /> . Depietri stated the reason they purchased it is because they saw one in <br /> New Seabury and have since seen another. <br /> Ms Behrman suggested the Agent go down when the unit is in operation to observe <br /> the situation first hand. Mr. Depietri agreed. She felt it does core under the <br /> act and a filing should be considered. <br /> 8:45 Daniel 's Island Imp ment Association for the proposed reconstruction <br /> and maintenance of an existing bituminous concrete road, the installation of a <br /> water main and the construction of drainage structures on Daniel 's Island Road. <br /> Michael Mc Grath of Holmes & McGrath presented abutter receipts. <br /> Ms Behrman asked if this project has been reviewed with the Planning Board, <br /> Mr. McGrath was not aware of any necessity. Daniel 's Island Road is existing, <br /> only 251 wide, and in very poor condition. It will be destroyed when the new <br /> water main is put in. <br /> Ms Behrman expressed concern with drainage structures proposed. As the commission <br /> does not have the services of a. consultant engineer, she felt it would be wise to <br /> refer this plan to the Planning Board for their Engineer to review. She was <br /> concerned with drainage going into the wetlands. <br /> Mr, McGrath stated the work being proposed is immediately adjacent to the salt <br /> marsh. There is very few feet between the pavement and edge of salt marsh. Work <br /> is being done in the buffer zone, land subject to flooding,, there are five different <br /> flood zones they are going to be performing construction i n. They will be doing <br /> work within the buffer zone of a coastal bank. There is a one-car width paved <br /> roadway scarred by potholes. There is no method they could find to direct the <br /> run-off other than into the salt marsh. <br /> Nis Behrman asked if they planned any mitigating measures to compensate for the <br /> impact from that run-off into the estuarine area? Mr, McGrath stated the existing <br /> roadway drains into that area. She added it is not a sealed surface at this point. <br /> She further asked if consideration was given to changing the slope of the road? <br /> d' <br /> 0 <br /> Mr. McGrath stated they are going to flood the road until it reaches the highest <br /> edge .of the pavement and/or the shoulder. <br />
