Conservation Commission
November 16, 1989
Page 3.
Mr. Palr atier advised the septics identified are not in the location of the pumping.
Mrs. Simmons questioned oil absorbing pads in the catch basins. Mr. Pal r ti r stated
there are only two leaching catch basins and no collection of water.
Ms Behrman suggested decision be held until a copy of Mr. Rowley's complete review is
received.
TO BE CLOSED AT THE NEXT HEARING DATE AFTER RECEIPT of CHARLES R WLEY'S COMPLETE
REVIEW IS RECEIVED. (Copy to be provided to Ir* Palmatier
It was noted paging will not be done until after winter.
45 WALTER HAY JR. to rebuild and maintain a coastal retaining wall and dock 1n
Little River at 14 Seconsett Island Road. Larry Hall of Benchmark Engineering
presenting. It was noted the scale on the plan is 1-30, not the 1-20 required.
An exception was made.
There is an existing dock and bulkhead, one side of which encroaches into the property
line and private way. It is proposed to replace the bulkhead, moving it over.
Excavation is necessary. Thirty years ago this was filled; the wetland area is 2 ft.
higher than originally. This dirt shall be removed y hand shovels, no machinery
can get down there. The tide comes up to the existing bulkhead. Pilings will be
hand dug for the bulkhead, driven for the dock.
Ir. Suras pointed to a corner where a portion is gone and asked what will happen.
Mr. Hall asked for guidance in replanting. Mr. Burns asked if it can be replanted
if not owned by the applicant. Mr, Hall stated it would be replicating what was
there before; it is a private way.
Mrs. Simmons pointed out no one has come forward to complain.
. Sherman stated what would be there if they are replicating it would be salt
marsh. fir. Hall stated they are returning it to the original elevation.
Mr. Sherman stated a salt marsh cannot be revegetated; they will get something in
there eventually but in the meantime it needs to be stabilized.
Ms Behrman suggested fiber mesh stabilization fabrics. The Agent will provide inform-
ation on this.
Mr. Sherman agreed with the suggestion to- dig it out, put down a fabric fastened down
with a metal spike and maintain in place. It was suggested to go at low tide and
take photos of vegetation that is there. Ms Dehrman stated she would like to document
the process to see how well it is working.
Mr. Sherman asked how much of the natural vegetation will be disturbed to replace the
bulkhead and Mr. Hall estimated 10%,, no more. µ
Paul Somerville questioned the meed or purpose of the concrete to be poured around the
inside perimeter. He fears the weight of the concrete pushing against the walls will
create more of a problem.
Nor. Hall started they can do without i t, it is proposed to stabil i e the bulkhead.
Mr. Sherman suggested using deadmen instead.
