Conservation Commission <br /> December 14, 1989 <br /> Page 13. <br /> 9:00 Francis & Lord LaBreegue, for the reconstruction of an existing dwelling, <br /> porch addition , construction of new deck, walkway, and septic system at <br /> 8 Capstan Circle. Chris liel of 1EP presenting with Nor. LaBrecgue and <br /> Anthony Ferragammo, Architect. It is proposed to raze the existing dwelling <br /> down to the first floor level . At the same time a new septic system will be <br /> installed. The present one has sufficient capacity but due to design and place- <br /> rent, i.t needs to be updated. All necessary variances have been obtained. <br /> Mr. Ferragammo advised the Board of Health variance was voted unanimously on <br /> November 9 but paperwork not issued. <br /> Mr, Biel stated the resource in the area of the house is the flood plain, the area <br /> subject to coastal storm flowage; It is in the buffer zone. <br /> They propose to build the new house in the same footprint with two additions, <br /> one 8 X 10 porch and a family room. Brick patio and walkways will be removed <br /> and in it' s place will be a raised wooden deck and small brick walkway. A <br /> small she d will be removed and garage put in it's place. Haybales and siltation <br /> screen will be necessary. Two d rye l l s are for roof runoff. The Mood elevation <br /> is 11 . The whole lot is within land subject to coastal storm flowage. The septic <br /> is not in very good shape now and the house does not conform to flood plain building <br /> regulations. They propose to raise up the first floor level of the house above the <br /> flood plain, as well as the necessary openings in the side a l l y of the crawl space. <br /> The new septic will afford more protection in the event of flood. <br /> Mr. Sherman stated he had no problem with the project. <br /> Mrs. Simmons asked why the work limit was placed at that distance and Mr. Riel <br /> agreed this could be tightened up. <br /> Mr. Ferragammo pointed out the addition is only 8 X 10 on two sono tubes. It <br /> was noted dimensions are in the write-up. <br /> Mr. Coffey que itoned the proposed elevation and was told the new elevation is <br /> t 1 1 .4. <br /> Mr. Ferragammo stated no concrete work will be done to the existing foundation. <br /> This is ars A zone. They will be able to start building immediately when the <br /> house is out of there. He suggested conditioning should be on the demolition <br /> and removal of the existing structure. <br /> CLOSED - ORDER of CONDITIONS IN 21 DAIS. <br /> GA DARELLI : A letter from Holmes & McGrath was read. Todd Palmatier was present. <br /> It was ascertained the $1000 surety is deposited in an interest bearing account. <br /> Question was raised concerning the urgency of it' s return. <br /> Mr. Coffey suggested the Commission follow Mr. 'Sherman's direction after a site <br /> visit with Mr. Node, the landscaper. <br /> SOUTHPORT, SE 4 }593: Ron Bonvie, President, appeared to request a one year <br /> extension, due to the complexity to get to the roads. <br /> A more specific request to be submitted; to be acted on at the December 28 hearings. <br />
