heard about its closing. This issue will be deleted unless
an issue arises. The status on the ramp on old beach is that
there are plans to restore the platform over the dune, and Mr.
Sherman stated there was a filing for a walkway. Regarding
the town takeover issue, the question was raised whether CRM
should become involved. Mr. Ellis stated this should be left
to the South Cape Beach Committee to handle. The issue of the
Will 's Work Road exchange for 10 acres would be appropriate
for CRM to become involved. Mr. Fudala would like to resolve
the 10-acre issue for the Local Comprehensive Pian. Mr. Hanks
will include this issue for the next agenda.
Storm Runoff Mitigation: Mr. Ellis distributed material re:
the availability of grants through the new Coastal Pollutant
Remediation Program (CPR) . The deadline for application is
December 1, 1995. These funds could be used to apply for a
town dock on Seconsett Island to house a pump-out boat. Mr.
York inquired about the receipt of the $16, 000 grant that was
awarded for construction of catch basins; he may apply for the
funds if nothing happens. The Sub Committee comprised of Tom
Fudala, Rick York, Grey Taylor, Jim Hanks and Steve Ball will
meet to apply for the CPR grant, Greg Taylor was nominated
by Mr. York to chair this Sub Committee, and seconded by Mr.
Ball.
Mashpee River Cleanup: A Sub Committee was formed and members
will include Jim Hanks (Chair) , Bob Sherman (Vice Chair) , Rick
York, Perry Ellis , Tom Fudala, and the Board of Health agent
Elias McQuaid. Mr. Hanks discussed a Draft Plan to Resolve
the Pollution Problems in the Mashpee River, noting that the
bacterial contamination problem be resolved first so that
shellfishing and swimming can resume. The nutrient problem
that increases algae is more long term and involves Waquoit
as well. The latter requires data to identify the sources,
action plans, and funding. Mr. York has formed a water quality
task force. Mr. Hanks will distribute the plan which
includes tutorial information on hydrology etc. by next week
for review at the next CRM meeting. Mr. Ellis asked Mr. Fudala
about the funds the Planning Board has accessed for the Windchime
Development and if they can be used for a testing program.
Mr. Fudala stated that the funds are designated for water quality
study and are pretty broad. Mr. York made a motion that CRM
approach the Planning Board requesting $10,000 be used on
sediment analyses and fecal coliform monitoring supplies. Mr.
Sherman seconded. Majority in favor. (Mr. Fudala abstained
due to lack of information. ) Mr. Hanks noted the need for
frequent testing and after rain storms; there should be weekly
sampling as opposed to the annual one done by the State. Mr.
Hanks suggested tabling the 10 issues raised in Ed Baker 's Memo
of August 1, 1995 re: Mashpee River pollution.
-2-
