Mr}Daly and Mr. Hanks made another pass at the overall schedule for dredging, so that <br /> will be finalized when we get the results of the flushing analysis. He discussed the use of <br /> eotube to contain dredged material and build islands, and hopes that the RFP can get out in <br /> early May. <br /> Mr. Lumsden advocated that.the Waterways Commission, to enhance its image, should <br /> be projecting some dates of what is going to happen regarding dredging. He points out that most <br /> people don't have a clue of what is going on, and they would like to know. Mr. Hanks said he <br /> expects to be able to present the plan, once we get the results of the flushing analysis, since that <br /> wi11 determine the scope of dredging that is appropriate. It was the consensus that the plan <br /> should be presented to the Board of Selectmen first, perhaps with the watershed Committee in <br /> attendanced <br /> 4. Federal No-Dischara Area Desi gnadon <br /> Mr. Hanks stated that he had reminded Mr. whritenour of the need to ask the various <br /> departments, boards and commissions to provide information to the waterways Commission so <br /> we can prepare the no discharge area application. Some members of the commission advocated <br /> that such reminders be done in writing to make them a nutter of record. Mr. Hanks stated that if <br /> no action was forthcoming this month that the advice would be followed. <br /> 5. Shellfish Regulations Update <br /> Mr. Hanks pointed out that there are two pieces of paper to consider pertaining to the <br /> shellfish aquaculture, an that he had told Mr. Steve Cadrin that we would review them and make <br /> our recommendations to the Shellfish omrm'ssion. The application farm was discussed, and the <br /> procedures for using it. Mr. Daly asked where we stood on the question of procedures versus <br /> regulations, and indicated they should be separate. Mr. Taylor advocated the separation of <br /> procedures from.regulation. <br /> After much discussion, Mr. Lumsden moved that the Waterways Commission <br /> recommend to the Shelffish Commission that procedures be separated from <br /> regulations, <br /> NEW BUSINESS: None <br /> Water Quality Testing- <br /> Mr. Silver brought up the subject of water quality testing. He mentioned that he was <br /> taping to Dr. Brian Howes, and that we should get started soon, even though we are not fronded. <br /> We need two boats#and Mr. Rick York mentioned he had the use of an aluminum boat from the <br /> Harbormaster department, with a 35 Horsepower motor, that would be suitable for shallow <br /> water, Mr. Silver suggested that we could do a smaller number of stations,like 4 or 5, but Mr} <br /> York pointed out that the Cotuit Civic Association is only doing 4 of the 14 stations we did last <br /> year, therefore that would leave us ten. <br /> Town of Falmouth Waquoit Bay Harbor Management Flan- <br /> Mr.Hanks read a memorandum from.Kathleen Haroldertainin to a letter from the <br /> p g <br /> Town of Falmouth requesting a Liaison from Mashpee to the committee to be formed by the <br /> Town of Falmouth to prepare a Harbor Management Flan. Mr. Hanks also read the letter from <br /> Falmouth to Mr. whritenour, on the subject and asked for a volunteer,other than himself, to <br /> represent l iashpee. Although Mr; Fred Fordham was absent, the Commission felt that he would <br /> j` be best qualified to serve in this capacity, and Mr. Hanks agreed to ask Mr.Fordham if he was <br /> } <br />
