Mr. Lumsden said that whatever problems exist could multiply. If we have ten problems <br /> now and we don't stop further grants, we could have a hundred problems. If we have a <br /> moratorium} we I'mit what will happen. <br /> Mr. Daly asked if all the existing grants were grandfathered? He wanted to know if what <br /> they were doing they could keep doing. Mr. Hanks said no. He said that having a moratorium, <br /> would not cure that problem. <br /> Mr. Lumsden said that a moratorium prevents it from getting worse. Mr. Baker added that <br /> it provides a motivational factor to the Shellfish Commission. <br /> Mr. Daly said he was not in favor of a moratorium unless there is a reason for it, The only <br /> reason he can see that would apply to the waterways Conumssion is navigation, He gent on to <br /> say if these grants are not marked properly, he would agree to a moratorium until they can take <br /> care of what they have out there; they get them marked and they get enforcement. If they cannot <br /> get enforcement to what they already have,why should they put more out there. <br /> Mr. Lumsden aid he would take the position there should be a moratorium but there should <br /> be a limit to hew long it lasts. Mr. Hanks asked if he wanted to have a limit or a set of criteria. <br /> Mr. Hanks also asked if"up to two years"sounded like adequate wording to meeting that <br /> objective. The Commission agreed. Mr. Hanks then said the next part would be putting conditions <br /> on the moratorium, <br /> Mr. Silver stated he thought we were going to be able to regulate the markings and the <br /> grants. He went on to say that this should be a criteria. He said that would be where Mr. Allis <br /> carnes in, <br /> Mr. Hanks suggested the concept of identifying possible shellfish aquaculture areas. Mir. <br /> Silver asked if there would be designated areas. Mr. Hanks answered to identify areas suitable for <br /> shellfish aquaculture. Mr. Hags suggested this be put in a separate lctter. <br /> Mr. Daly made a motion that the waterways Commission recommends a moratorium <br /> on new shellfish grants for up to two years. The moratorium will be reviewed and maybe <br /> revoked after May 1, 2000 if existing regulations regarding proper placement and marking of <br /> all existing grants are enforced. Mr, silver seconded the motion+ The vote was unanimous. <br /> 6. Coastal resources Committee—Mr. Daly <br /> Mr. Daly reported that the Committee is concerned with brown algae because it is fouling <br /> up the commercial fishermen's nets <br /> Mr. Daly then stated there would be a public awareness and management of coastal access <br /> training session. He stated he would be participating. <br /> Mr. Daly said that the Cape Cod Commission has some grant money. He suggested they <br /> tape a look at the disposal of dredge material. <br /> 5 <br />
