1 <br /> Lumsden seconded the motion and all other waterways Con=ssion members voted <br /> I <br /> n favor. The notion was carried. <br /> Robert Bangs of 174 Simons NarTows Road introduced himself and began his <br /> presentation of his Shellfish Grant Application. The location of the proposed <br /> Aquaculture Grant will be located just cast of Succonesset Point and just west of <br /> Rock Landing. Two hundred feet offshore in three to four feet of water at mean,low <br /> tide. Nr. Bangs does not feel that his site is obstructing any navigable channels or <br /> mooring areas. <br /> Jim Hanks told Bob Bangs that his concerns were with the depth of water and the <br /> probability that boats propellers are still apt to hit the equipment even with the <br /> presence of appropriate buoys. <br /> Mk. Bangs was very compliant as to the suggestions for changes in the height of the <br /> gear and he agreed to go from 18 inches above the bottom to 8 inches above so to <br /> avoid becoming a navigable hazard. <br /> Herb filer asked Mr. fangs if he could.be more specific regarding exactly what gear <br /> he felt he would be using. Bob responded that it was difficult to determine since he <br /> was in somewhat `uncharted territory" and he was uncertain of what wasoin to <br /> g g <br /> work favorably, if anything, in the open water. <br /> Bob further explained that the main reason he diose this site was because <br /> harbormaster, berry Ellis recommended it. <br /> After a lot more discussion and suggestions, Jim Hanks persuaded cornm'ssion board <br /> members to agree to put some comments down on paper to better advise Mr. Bangs <br /> when he revised his application. Another suggestion to Mr. Bangs was that he conte <br /> back to the boards with detailed drawings of the gear, being very specific., a task that <br /> he will need to do for the Conservation on n'ssion anyway, <br /> Rick York presented a draft report of a project that he has been working on, This <br /> draft is a comprehensive report on water quality. The Mashpee liver Fecal C olifor <br /> Bacteria Study, which was funded by the planning board and started in the sunnier of <br /> 1986. <br /> Mr. York's study focuses on the'bacteria while urian Howes of the School of Marine <br /> Science and Technology, University of Mass at Dartmouth, is working on the <br /> Nitrogen impact analysis, <br /> Rick explained his report at great length and led a detailed discussion. about the <br /> causes and impact that bactefia have on our water quality. There has been a lot of <br /> speculation and controversy from blaming increased population we have in the <br /> summer months to the increased presence of wildlife, as well as the towns increasing <br /> dog population and the aniount of fecal droppings that they produce. <br /> What Mr. York was able to conclude through his extensive research and testing is that <br /> there is a combination of causes, concerns, and issues that need to be continuahy <br />
