w . <br /> Jim Hanks responded that he believes it was April of last year that we initiated a <br /> meeting with the state. The meeting consisted of Bob writenhour, Perry Ellis, Dick <br /> Murray, John Sheppard, Karry Chenier, and himself. Jim stated that our commission <br /> thought that we had gone through all the proper steps to obtain legal by-laws <br /> including 1 egal counsel that we coule'l regulate this great pond over 500 acres. we <br /> went forward, attended town meetings, etc. what we did to write these by-laws was <br /> tale the old by-laws that were in effect, took the parts that seemed appropriate and <br /> added things that were deemed applicable. That was the basis of the healing. The <br /> answer to .Zll,lr. McAffrey's question is yes, we did initiate the meeting with the state <br /> because we were encountering a problem with by-laws that had been applied by the <br /> town verses the issue regarding a great pond over 500 acres and what was to be done <br /> about governing it. The response given was for our commission to give the state a <br /> draft of the fresh water portion of our by-laws and we would go from there. The only <br /> thing that took place after that were negotiations regarding the time and date of last <br /> nights -meeting. <br /> Herb Silver informed Bob McAffrey that the WWC meets generally.the first Tuesday <br /> of the month and we welcome anyone from the public to come before us with any <br /> concerns. Bob was also told about the availability of the minutes and their public <br /> access. <br /> Lastly Mr. Hanks advised Mr. McA `rey that there is absolutely no "hidden agenda'} <br /> by the WWC to enforce a lot of regulations on the use of the 11 a.shpee-Wa.keby Lake. <br /> Mr. Hanks stated that it is the WWC job to advise the selectman, that is all. <br /> Commission members emphasized again to Mr. McAf'rey to Tease convey to other <br /> Lake residents that the WWC welcomes anyone from the community to feel free to <br /> cone before the board with any concerns or comments. The first item on our agenda <br /> is always "Public Commenf . <br /> Bob Bangs from Simon Narrows Road addressed the WWC with a revised shellfish <br /> grant application. lir. Bangs started his presentation by thanking the omnu'ssi on <br /> members for their written comments and input during the previous month. Mr. Bangs <br /> informed us that he has reduced the size of the grant although the location is still the <br /> same. By reducing the size, lir. Bangs hopes to eliminate any navigational issue, <br /> The other change is that the shellfish will be planted on the bottom with predator <br /> fencing covering it. Bob Bangs distributed a detailed proposal to all members <br /> showing traps, diagrams, etc., including a written agenda stat% species of <br /> cultivation as well as gear to be used,- etc. <br /> After much discussion in which commission members were able to ask questions and <br /> voice concerns. Gerald Daly motioned to approve the shellfish grant application with <br /> the provision that if the netting either causes a navigational problem or endangers any <br /> animals,, that the material will be promptly removed. Bill Taylor seconded the motion <br /> and all other members voted in favor. <br />
