Mr. Sherman <br /> relayed to the Commissioft that all lots involved in this matter <br /> are in arrears in taxes, and Town Counsel has advised that if an <br /> owner owes money on any lot in Town, the commission is precluded <br /> from issuing a permit. <br /> The Chairman inquired -if there was any public comment on the <br /> three Applications; there being none he entertained a motion be <br /> rade in this matter. <br /> MOTIo John Johansen made a motion to continue this matter~ <br /> to March 19, 1998 at 8 :40 p.m. for Jason Stone; 8 : 50 p.m. for <br /> Stone McElroy;. and : oo p.m. for William McElroy: which Motion <br /> was seconded by George Green and so voted unanimously. <br /> O.B. 1. Mr. Sherman explained this to be ars upcoming <br /> filing scheduled for the next Hearing. Mr. Sherman provided a <br /> copy of the Flan to be submitted, which is a 1 to 40 scale. He <br /> noted the standard requires 1 to 20, and asked the Connission if <br /> the Plan to be presented would be acceptable. <br /> The Commissioners were in agreement that the Plan should be <br /> re-done using the standard . <br /> O.B. #2 . Mr. Sherman explained he had received a request to <br /> meet at the Base for the purpose of discussing an alternative <br /> plan for containing the plume. Mr. Sherman also informed the <br /> commission that he had attended a formal Meeting, EDB, which he <br /> found to be disappointing. He stated there were no assurances <br /> made regarding the receipt of any money for this year. <br /> Mr. Sherman made reference to the aerial photo, northeast <br /> corner, EDBp lume statin their intention to build a dike across <br /> the bog with the water from the contaminated area being shunted <br /> o an outside channel to be reintroduced through the Quashnet <br /> River. Both Steve Hurley, Fish and Wildlife and the Division of <br /> Marine Fisheries have some qualms about this plan, as well a <br /> additional concerns wised at the Meeting such as the effect <br /> during flood events. EPA made it clean there would be regulatory <br /> hurdles to overcome and encouraged the Air Force to appear before <br /> the regulators early on in order to determine if this plan can be <br /> accomplished. <br /> Mr. Sherman also rade reference to page -3- of his comments, <br /> in smeary, n It makes sense to further consider this conceptual <br /> plan, but by no means however, can the commission sign off on <br /> this or any other plan until we are sure the Division of Marine <br /> Fisheries and Division of Fisheries and wildlife are convinced <br /> that impacts. to fisheries are acceptable. Further, we would have <br /> to be assured that a proper balance can be found between the <br /> other interests (rater quality, recreation, and agriculture) . <br /> Jr. Sherman suggested the Commission respond by stating the <br /> _1 - <br />
