during which time he will attempt to prepare a summary of what is <br /> needed in order to issue an order of Conditions; and to draft a <br /> monitoring/maintenance plan that addresses everything noted in <br /> Mr. B1 iven' s Plan and which incorporates the concerns of the <br /> State Division of Fisheries and Wildlife, and Division of Marine <br /> Fisheries as well . <br /> Mr. Green stated concerns he has regarding downstream data. <br /> He noted there isn' t any available, nor has Mr. Bliven leen <br /> funded to do. He suggested the commission recommend to the Board <br /> of Selectmen that the downstream conditions be investigated in <br /> the event any further monies studies are anticipated) . <br /> . Sherman stated downstream erosion has been documented as <br /> far down as the Indian Museum; if the project is finished, there <br /> are erosion control measures/materials measures/materialsthat will be helpful . He <br /> did agree, however, that the downstream erosion potential is just <br /> as important as the other parameters being examined. <br /> In response to a question put by Mr. Sherman, Mr. Bliven <br /> explained that when calibrations have been completed, it will <br /> indicate the flog over the spillway and the flow out of the fish <br /> .adder. He also Mated his intention to measure the area where <br /> the liver crosses Route 28 in order to determine how much of the <br /> River is driven by groundwater as opposed to what is coming out <br /> of the spillway. <br /> Mr. Sullivan commented that a maximum/minimum stream flow <br /> to the extent possible) should be included in the order of <br /> Conditions for the benefit of the Mashee River watershed <br /> Management committee. <br /> Mr. Bliven responded the calibration will indicate how much <br /> water is going out of the Pond, and how much of that is related <br /> to the fish ladders. It will not provide a sense of erosion. <br /> Mr. Bliven also stated that the Division of Marine Fisheries <br /> should be able to recommend how much water is ideal for <br /> incoming/outgoing fish, at which point the spillway can be <br /> manipulated. <br /> Stephen Silva, from the Sandwich Conservation Commission, <br /> asked Mr. Bliven if the calibrations will indicate the time it <br /> takes to reach point A to point B, both ways . <br /> Mr. Bliven answered, "No. " Given a static Pond, they would <br /> be able to calculate the amount of time it would take to drop an <br /> inch. otherwise, it is determined by the amount of <br /> precipitation. <br /> It was at this point �of the Meeting that fir. Ho ie requested <br /> of the Chairman an opportunity to confer with his fellow Board <br /> Members. <br />
