3 June 1999 <br /> Page 2. <br /> Steve Hanlon of QVCC: He advised he was present to address a letter <br /> received from the Commission for a retaining wall on a river bank by the 18th <br /> bridge and a $100 fine. He received a tongue-lashing from his employers. It <br /> 5 <br /> was an emergency situation he had spoken with the Agent about previously <br /> to get an emergency permit based on his providing a drawing. They put the <br /> wall in two weeks ago. He did not put in deadmen, only staked. <br /> He put himself at the mercy of the Commission and will bring in a drawing <br /> omorrow'to put the wall in properly. <br /> Mr. Sherman stated the golf course has to realize the Emergency Certificate <br /> is a piece of paper. The work was not authorized because they dict not have a <br /> proper plan. Quashnet valley has had problems with work going on needing <br /> permitting. He would be -willing to recommend that the fine be waived but <br /> that Mr. Hanlon talk to his superiors because the filings need to be reviewed. <br /> He vent through the files and does not think Certificates of Compliance have <br /> been obtained. The Superseding order from the state called for the <br /> recreation ofcertain wetland areas and there is no record that has leen clone. <br /> The fine could be waived but they need to got a consultant to straighten out <br /> some things that need to be straightened out with past permits. <br /> 1I . Hanlon asked if he was talking about going back to square one? <br /> Mr. Sherman stated they need someone to tie up loose ends. He could make <br /> recommendations for maintenance and wildlife habitat enhancement. It <br /> could be a sort ofguideline in the future. He recommended Molding the fine <br /> and suggested Mr. Hanlon discuss this with his employer. Mr. Hanlon stated <br /> he would be glad to comply. It was agreed a reasonable slate for a letter <br /> would be two weeks from tonight. If they have retained someone, the fine <br /> could be waived conditional upon that. <br /> VOTE: Motion made and seconded that if a letter is received by two weeks <br /> from tonight that a consultant has been hied'to straighten out past <br /> permits, the fine will be waived. Unanimous vote. <br /> 7:05 ' OWN OF MASHPEE for a Determination of Applicability on <br /> proposed trail loop and bench to be located within 100' of the northeast shore <br /> of Amos Pond and walking trail to bench/overlook area on north shore of <br /> Amos Pond, both projects extensions of an existing walking trail located more <br /> than 100' from the pond.
