15 July 1999 <br /> Page 2. <br /> existing by-law whereby if you owe back taxes you cannot get certain permits. The Selectmen did not <br /> vote to support this and we were not given this information. This will save the Town money in the long <br /> run. <br /> 7:10 ELIZABETH 'NEIL,Trustee for the O'Neil Mashp e Family Trust for a Determination of <br /> Applicability on the upgrade to a Title V septic system and new water service at 56 Kien Path,Assessors <br /> Map 117,Block 9 7.- This is an upgrade of a failed septic system within an existing lawn and driveway <br /> arca. There is no vegetation disturbed. It is flat and there is no problem with erosion control. <br /> Public comment: none <br /> VOTE: Motion made and seconded to find negative. Unanimous Vote. <br /> NEGA'T'IVE DETERMINATION. <br /> Rem to Old Business <br /> There is a piece of land that has been offered to us by Mr.Collins, located at the corner of Sunset Circle <br /> right on the water. He originally had some clearing done,not realizing 1t was under our jurisdiction,and <br /> agreed to reegetate it. It then failed the perk test. He cannot,therefore,build a house. It would be a place <br /> of access to the water. The lot is less than a half acre. It abuts an Association lot. Tabled to the nett <br /> meeting to give everyone a chance to view the lot before noting at the next meeting, <br /> +7:15 NEW SEABURY PROPERTIES,LLC for a Determination of Applicability on proposals for <br /> planting coastal vegetation at New Scabury Golf Course. Chris King was present representing New <br /> eabur (from the Phoenix Group). <br /> Mr, Sherman stated this has been under discussion for a long time. There has been natural erosion from <br /> the cliff and several Plans have been brought forth. The choice of plantings is appropriate. However, <br /> before proceeding we need a memo regarding your further research on the dwarf locust and honeysuckle <br /> because some of then are invasive. Check with a qualified landscaper for the advisability of these Plants. <br /> We will not issue until this is cleared up. <br /> Public conunent: none. <br /> VOTE: Motion made and seconded to find negative upon the completion of the above conditions. <br /> Unanimous vote. <br /> NEGATIVE PENDING. <br /> Discussion ensued regarding possible reorganization and the possibility of ars absence of quorum and <br /> the need for the Commissioners to let someone know if they cannot be present. <br /> 7:20 THOMAS NUTILE for a Determination of Applicability on the construction of a single family <br /> dwelling with private drinking well,septic system, driveway,underground and overhead utilities,roof and <br /> drywells at 87 Edgewater Road,Assessors Map 23,block 120. This should be continued as it has not been <br /> staked. Joe Harvey is the engineer. <br /> VOTE: Motion made and seconded to continue to 29 July 1999 at 00 p.m.at the request of the <br /> applicant. Unanimous vote. <br />
