Brian Casey represented IVIS Lehrer. John Johansen stepped down for this hearing. They <br /> are requesting to prune a vista of o' under the guidelines of the Commission. There was a <br /> violation at some point with a different owner. - There will be planting where the violation <br /> occurred, <br /> Ms Bor t s stated there was a window with too niu h taken out. There are 8-10 plants that are <br /> dead and need to be redone. It is a very large lot. Because it was uplifted and altered, this <br /> window has to be abandoned to allow the shrubs to come back. <br /> Mr. Talbot asked if what she was suggesting was instead of what is proposed, do two ' vistas? <br /> IVIs Boretos stated they should replant first before the new wmi doves go in. <br /> Mr. Rosenberg asked, as far as the vista pruning is concerned, when finished, will this whole <br /> area be at the sane height. Ms Boretos stated it will not, but there will always be a view here. <br /> The mid-canopy is gone in this area but the shrub layer can come back. <br /> Mr. Casey stated there is some sucker growth through some of the trees that were aggressively <br /> pruned. <br /> Mr. Fitzsimmons a ked how ' was arrived at. Ms Boretos stated under the naturally vegetated <br /> buffer strip, you can do exp to 20% f that area that borders the wetlands. Mr. Fitzsimmons <br /> stated it was his understanding that it had to be measured perpendicular to the edge of the <br /> wetlands,not at an angle. Ms B ret s stated that was correct. <br /> Mr. Fitzsimmons asked if the shrubs are being cut above the four foot level? Mr. Casey stated <br /> they are not doing any topping. There may have been some topping a long time ago. It was <br /> aggressively pruned, they lifted all the low growth completely up and they stripped all the limbs <br /> to leave very little foliage on the trees. From the deck, which is on the second floor you, cannot <br /> see over the trees. They want to be able to see through the trees and are not lifting the entire <br /> canopy,only selectively lifting certain limbs. <br /> Mr. Rosenberg suggested they make this one piece instead of two with a big area in the middle. <br /> The enter piece has already been disturbed. They are getting three views here, not two. Mr. <br /> Casey stated it is slowlycoming back. Mr. Rosenberg asked, when he gets through with the <br /> pruning, is this going to be denser than these two Mr. Casey stated when they finish the <br /> pruning h did not think so because that is in violation and that is Thr they are revegetating this <br /> area. Mr. Rosenberg asked when it is reveg toted, will it be denser? Mr. Casey asked at what <br /> height level he was talking? Mr. Rosenberg stated when they get all the way through that area, <br /> there will be the same view through the trees. IVIS Boretos stated not through the shrub layer. <br /> They are going to lose that view from the ground level of that house. <br /> Mr. Casey stated the idea is to let this vegetation come back and asked if they could revegetate <br /> with Tupelo if the Commission's idea is to block the view. In that sense it is just spiting him for <br /> something the builder dict. Habitat is the question,but if a tree or three shrubs, which is going to <br /> give more habitat. <br />
