January 2001
Page 5.
Mr. Talbot asked, it sags maintenance dredging, but hove often do- trey
expect it to be done? Mr. Hayes stated they seeking ing ars order of
Conditions to allow it to be done within a three year period but they wart
to get it done this year. They aro not looking to dredge every year. It
ties into flushing studies the town had done.
Mr. Hayes advised that in conversations with the Shellfish. Warden, he
stated, if allowed, one mile of shellfish habitat will be lost.
Ms Boretos stated she has something in writing from the Shellfish
Warden but it does not speak to-what Mr. Bayes just said, for the record.
Mr. Hayes stated he will answer any questions and then gale a closing
statement.
Ms Boretos advised she has a 20 minute presentation. The chair asked
her for ars executive summary. She stated she could not do that.
Ms Boretos stated there is sediment that raised the elevation on the
inside of the barrier beach o that over time, this barriers wells and
patches as these old drawings show from the U. S. Army corps.
oorresset Spit becomes part of Pnesset Island and that is a
significant event for this barrier beach because it is through thi area
that the barrier is pivoting in this direction so that it can migrate. This
channel is preventing this whole Spit from migrating landward and the
Spit is getting narrower and lover in relief over time so that there are
more over-washes. It has been said the deposition of this dredge
material in Nantucket Sound is going to help for storms damage
prevention and flood control; that is not true. In fact, it may be very
detrimental in that this sediment is considered part of this whole barrier
beach spit sediment system. She displayed older aerial photos.
Ms Boretos stated another factor the dredging of this channel has that
does not meet the Performance Standards under the Wetlands Protection
Act is that it is literally providing a conduit for more frequent detrimental
breaching to occur. She spoke to the Performance Standards that this
project does meet. Under 310 CMR 10,24 a & b), there is a coastal
restriction on this property, #30OR and this is one of the major places in
which whether or not this is considered maintenance dredging or not
conies into play. Under 310 CM 10.28 3a through , under coastal
dunes, there are eight interests under the Wetlands Protection Act that
this Commission is to protect that are provided to a larger community.,
