see whether or not this fits the original agreement we had with National Heritage.
Therefore, Mr. Hayes requested a continuation.
Motion made, seconded and unanimously carried to grant a continuance to September
4 at 7:40 p.m., at the request of the applicant.
7:20 p.m., Fred Blythe, 228 Wading Place (repair a failed cesspool of Title V system).
Mr. Blythe was present. This involved an emergency certificate requested by the Board
of Health for a failed cesspool. Bob said the new system has been installed and is filed
with us, and the only thing that needs to be done is for him to meet with Mr. Blythe and
or his landscaper, and/or engineer to see what areas have been disturbed and
determine if we need some restoration.
Michael said we should require the applicant to identify where the natural vegetated
area had been and justify the site of the new installation. He recommended a
continuance for two weeks so that they can come back with a clean plan where
everything is in place, to which Mr. Blythe agreed.
Motion made, seconded and unanimously carried to grant a continuance to September
4 at 7:50 p.m., at the request of the applicant.
7:25 p.m., Air Force Center for Environmental Excellence, Ashumet Pond (alum
treatments to Ashumet Pond). Len Pinaud reclused himself. John Swartzbaugh,
Portage Environmental, represented the applicant. Bob said that AFCEE and their
consultants did a good job and the treatment Ian worked out 90% in terms of
9 1 P
beneficial effects and without detrimental effects. Bob recommended we amend the
order to allow at least one more treatment.
Michael asked if it went well, what is the reason for another treatment. Mr.
Swartzbaugh said they continue to monitor, they see good progress in how the
treatment is reducingthe amount of phosphorus in the pond, and if it is determined that
P P
an additional treatment will provide a greater benefit, they would like to have the
opportunity to go forward with that.
Bob said we certainly won't need it for the next year or two, based on past precedent in
other ponds. Also, the Air Force will be coming in perhaps this fall with an iron barrier
concept on the north side of the pond which would prevent future doses of phosphorus
from coming into the pond and make another treatment unnecessary. The amended
order is to allow for another three years. All the protocol for monitoring will be the
same.
Michael asked how we will be informed . Bob said they would have to submit the same
pre-work package they submitted before -- a complete time schedule, methodology,
and include the same order of conditions.
is
3
