Mr. Vaccaro explains that this property is the first of two
parcels that are adjacent to each other. Mr. Vaccaro states that the structure, driveway and almost
the entire septic is out of the flood zone (state jurisdiction). The work limit and vista pruning i
within Conservation jurisdiction. Mr. Vaccaro states that they would life to remove %of the
canopy, 20%removal of saplings and maintaining the shrub layer no higher than '. Mr..Vaccaro
also explains that there is a dock permit that had been previously approved and has a Chapter 91
license so they would like to site the vista window that cou Id contain any future foot path to that
dock. Mr. Vaccaro says that the site is currently a very densely vegetated pine upland where the
vegetation has crowded itself out and has become diseased in areas. There is a lot of standing
dead pines. The owners would like to encourage a more natural appearance outside the area of
the vista corridor. Agent Mcll anu s clarifies the flood zone jurisdiction and that the 172 Wetland
Bylaw under 172-2 resource areas that are protected i s Lacca Subject to Coastal Storm Flow and
Lacca within 100' f Lark Subject to Coastal Storm Flow. The Agent explains that it would place
portions of the proposed'house and driveway within conservation jurisdiction and he is concerned
about the driveway being paved especially since all driveways n Monom coy are perviousan
this would be something the Commission regularly re orr mend . lr. Vaccaro explains that it i
only a preference by-the landowners and he is sure th t they can compromise if the Commission
feels strongly about it. Mr. Vaccaro suggests possibly providing a catch basin to collect any run off.
Mr. Sweet asks about the removal of any trees.and Mr. Vaccaro states that there is a lot of dead
wood. Agent McManus states that all else meets performance standards for the portion of the lot
that is subject to coastal storm flow. The Agent states that there are no issues with the removal of
invasive vines and the Board of Health comments that a conventional Title 5 leaching facility will
accommodate a proposed-five bedroom dwelling. John Slavinski explains that although the septic
was approved for a five bedroom, that is not what they are proposing. The five bedrooms were
intended for possible future use only. 135*151
Motion made, seconded and unanimously-carried to close and Issue with an agreement for a
pervious driveway or French drain.
7:15 Susan Dane 3-2683 *(342 Monomoscoy Ro ad) Construct a single family residence with
attached garage, pool.and vista pruning along with a 4" path to a previously permitted dol -
I` I
Resource Area:LSCSI`, Buffer Zone to B VW, Lara Under Ocean
Material s iffe *Buffer Restoration Plan 12129111 Vaccaro Environment Consulting Proposed
Site Plan 0 110411
Jack Vaccaro from Vaccaro Environmental Consulting i presenting for the applicant'and explains
that this also includes the construction of a new five bedroom residence. -Mr. Vaccaro says that
they tried to maintain the policy with respect to the naturally vegetated buffer strip by providing an
excess of 50 feet of separation between the edge of the wetland and the work-limits. The closest
point is around '. The proposal is for a house with an attached garage, rear deck, pool & patio
and a crista corridor that meets al of Conservation's protocol s. .The co rrido r,is shorter ori this let
than the previous rot and for that reason they would like to remove a few of the dead pines which
they will provide, in its place, a dozen blueberry shrubs. There is also a mitigation area along the
property lire being proposed even though it is not required because they have met the setback
requirements but they would like to create some screening and also a seed source. Mr. Vaccaro
states that they will make the same concession with respect to the driveway as the previous project.
