Copy of Weston & Sampson o "Solid Waste ste Tran fer Station" - The Board <br /> acknowledged receiving copy. <br /> Mr. Costa recommended a letter to be forwarded to the Board of Selectmen <br /> recommending Mr. Charles Buckingham maintain his status as a member to <br /> the Design Review Committee for the Solid Waste Transfer station, the <br /> Board was in agreeance. <br /> . Copy of letter from Mie Powers to Carl Grassetti regarding the Regional <br /> Wastewater Treatment Plant at lAnd-fill - -The Board acknowledged receiving <br /> a copy. <br /> APPOINTMENT 3: 15 - Mr. Joseph- Murphy regarding the contract with upper <br /> Blackstone Water District <br /> Mr. Murphy stated Town Counsel has received a cosy of the proposed <br /> contract and forwarded to this Board a copy of his findings, Mr. Murphy <br /> stated one of the issues regarding the -contract is the financing of this <br /> agreement and commented i n*h i },op i n i n the ideal way to finance this is <br /> with a enterprise fund which allows health and .r-ec.reation enterprises to <br /> collect money and pay out money -for this type of ars operation. He stated <br /> it is subject to regulations by the Department of Revenue which has not <br /> promulgated those regulations as of,yet. M . Murphy explained an alterna- <br /> tive <br /> lterna- <br /> tive to this would be- a program we used' ,years ago which was to use the <br /> beach receipts to offset -the payments for lifeguards and commented Chapter <br /> 4,, section 53E s pec i f i c l l-.y allows this. He. stated under Chapter 44 section <br /> 3E allows the Town ,to appropriate a sure of coney at Tenn Meeting however l t: <br /> must b a spec i f i c a'mount--and th i s ,amount wou l di-be offset by re el pts:. z.Mr..: !. ,. <br /> Murphy explained that Blackstone is requesting to be paid by the Town not by <br /> the haulers. <br /> Mr. Costa commented a possible solution would be to rent a tank truck <br /> .however possible problems could occur with Blackstone in regards to some <br /> improper solutions being disposed of. <br /> - Mr. Murphy .was in agreeance and commented the only assurance would be <br /> for a sample to be taken from every pumper that dumps into the t nk.,and <br /> stated a Town meeting action to appropriate monies must be taken immediately <br /> or monies received -will be placed into the general fund. <br /> Mr, Costa questioned Mr. Murphy as to whether a fund could be set up <br /> under Chapter 44 which would allow this Board to collect monies from the <br /> various customers of the- haulers. <br /> Mr, Murphy responded, with Town Meeting authority ,you can however before <br /> authority is received from Town Meeting an estimate must be rude as to the <br /> amount of coney spent in the course of a ,year and the revenue and expeditune <br /> forecast rust be 'approved by the State Department of Revenue. <br /> Mr. Murphy explained that a meeting with Upper Blackstone would be the <br /> best solution at this time. <br />
