MINUTES October 3, 1988 3 BOARD of HEALTH <br /> Mr. costa informed fir. Bergman that abutting lots are required to be <br /> notified of Variance requests. <br /> Mr. McQuaid commented to the Board that in 1983 a permit was issued to <br /> Arthur DePaul showing' a flow diffuser system installed -with a tank, which was <br /> inspected by a -Board member at that time. <br /> Mr. costae motioned to continue this Variance request pending notifica- <br /> tion <br /> otifi a- <br /> tion to abutterand additional iof ormaiori, Mr. Gr ee i sly seconded <br /> i <br /> APPOINTMENT; Dan Hostetter/Ke'V i n -I i rra i ne regarding. ill wbend perm I is <br /> Attorney Kevin Chi rra i ne was in attendance for this discussion. <br /> Mr. McQuaid e xplained to Attorney Iii rra i ne that he was informed that <br /> foundation. i spections were called in to the Building Department when neither <br /> septic permits nor building permits had been issued for the two Condominiums. <br /> He informed Attorney Kirraine that septic plans hard not been approved by our <br /> Board andk..,commented that D.E*Q,.E,. did request. i input, from 1r. Hostetter,, on <br /> septic plans.,commented <br /> for the multi-unit:.,tu i ldi ngs and for the clubhouse duo to the <br /> volume that would generate from those complexes, Mr. McQuaid stated that Mr, <br /> Hostetter did submit septic plans for the c1lubhoue and --condominium units to <br /> D.F.Q.E. some time ago and explained that in speaking with Bret Row today, <br /> they have now determined that if plans meet Title V specifications and local <br /> Board of Health -specifications then permits will be obtainable. He stated <br /> under normal circumstances, with the design flow at the rate that is proposed, <br /> this Board would require oVeri i ng the septic tank,, beyond -Title V require- <br /> ments <br /> quire- <br /> ents and oversi ing the leaching capacity beyond Title V requirements and a <br /> secondary system be installed along with the primary system.. it. McQuaid <br /> explained due to these systems being temporary systems, they were designed <br /> to meet Title V at the minimum, therefore it is the Boards det r ination as <br /> to whether plans,,submitted are approved. He stated both D.E.Q..E. in Lakeville <br /> and Boston .agreed that local Board of Health could issue permits up to 15,000 <br /> gallons a .day- flow,- beyond whichea ,treatment plant ou i d be required. <br /> Attorney Ki rr i ne explained to the Board that it was- his understanding <br /> that the 1 .,o0o all per day f l o r related spec i f i ca l ly,�to the condominium <br /> e l event of the project. . <br /> - .d <br /> Mr. 1 cQu a i d . p'Ia i ned that it was this -Boards.-understanding that the <br /> 15,000 g llore per day f low related to the entire pr 03e t, and commented thatwith the two condominium Wildings,, lc%lubhouse and septic perm.iis previously <br /> issued for this- project the daily flow now reached 9,882 gallons. <br /> Attorney Ki rra i ne stated,, he has received further communication from <br /> D.E.Q.E. which implies that the 15,000 gallon per day flow relates only to <br /> the condominium aspect of the project and explained that D.E.Q.E. will not <br /> permit the utilization of the sewerage treatment facility in conjunction with <br /> singl , family lots. He explained to the Board that a final decision from <br /> D.E. .E. has not been received as it relates to the application for a ground <br /> water discharge permit. <br />
