Mr, Harrington stated <br /> he would submit this article for annual town meeting, however- <br /> did recommend the article be submitted as written by Town <br /> Counsel. Mr, McQuaid stated Town Counsel's recommendation <br /> does .include reimbursement to Lakeside Trailer Park. <br /> Mr. Doherty motioned to submit the article, prepared by <br /> Town Counsel , for Annual Town Meeting reimbursing Lakeside <br /> and Otis Trailer parks for overpayment of taxes, Mr, Greelish <br /> seconded, all agreed. <br /> Mr. Costa requested Mr* McQuaid to forward the article <br /> to the Executive Secretary. <br /> 13. 3 Discussion of sticker fees. Mr* Greelish stated he is <br /> not prepared, at this time, to discuss 1990 sticker fees. <br /> . Reprised plans, Cape & Islands, for Reif ar h <br /> M nomoscoy Road, continued from, earlier-) Mr. David <br /> Banicki , Engineer for Cape & Islands Surveying, was in atten- <br /> dance representing the Reiffarth's. <br /> Mr, Sanicki presented reprised plans and explained this <br /> Board approved original plans pending D.E, . approval. <br /> D.E.P. denied the groundwater variance. Mr. Banicki informed <br /> the Board a groundwater variance was required in order- to <br /> meet the break-out requirements in Title v. An alternative <br /> o the groundwater variance would be to provide a containment <br /> structure. Mr, Sanicki commented in speaking with Mr. Brian <br /> Dudley from D.E.P. he did indicate that the State would con- <br /> sider a revised plan with a containment type structure. Re- <br /> vised plans, presented this evening, delineate a containment <br /> structure, (the system was raised one foot to accommodate <br /> ' this structure) , a groundwater variance is not longer re- <br /> quired. <br /> Mr, Sanicki stated the owner has the proposed addition par- <br /> tially constructed* <br /> Mr, McQuaid stated in Title V requirements,, under sec- <br /> tion 15, 3 leaching fields shall not be constructed in areas <br /> where the maximum groundwater elevations is less than 41 be- <br /> low the bottom of the field.
