MINUTES March 15, 1990 2 BOARD OF HEALTH <br /> i <br /> I <br /> Town offices and the schools to recycle computer paper which <br /> will generate revenues for the Town. <br /> Mr, Monaghan indicated that he plans to approach the <br /> management of i lds' Point to organize an effort amongst the <br /> retailers to recycle their cardboard as Angelo's is currently <br /> doing. <br /> SJG indicated his plans to attend next Wednesday's meet- <br /> ing. Motion to approve Mr. Monaghan's mileage expenses made <br /> by S , seconded by JTD, <br /> EAM suggested that Pyr. Monaghan and Lee Dubin come up <br /> with a couple of ideas as to what they would like the sign to <br /> read* <br /> APPOINTMENT: MR, & MRS. LYNCH, L O AL# VARIANCE REQUEST, <br /> EAM stated that he spoke to the Lynch's a week ago, they <br /> indicated that they are proposing a very spall addition to <br /> their house, our files indicated that in 1986 extensive engi- <br /> eering was done to upgrade the septic system to allow for an <br /> addition, however these plans were apparently dropped when it <br /> was discovered that a State variance from Title v would be <br /> required because the 100 foot well to septic requirement <br /> could not be met, We cannot determine from our files exactly <br /> what is in the ground nor the exact location of wells and <br /> septics. It was suggested to the L,ynch's and their builder <br /> that the only way this addition could be approved is if they <br /> appear before the Board and request a local variance. EA <br /> further indicated that engineering pians beyond what is in <br /> i our files exist which would not require a State variance, <br /> I <br /> however these revised plans were .never submitted to this <br /> Board. <br /> Mr. Lynch indicated that he would like to enclose his <br /> screened-ire porch. Now that he has moved in permanently, he <br /> would like to use this area as an eating area. The existing <br /> kitchen area has no room for a table and only 201' of counter <br /> space. <br /> SJG stated that certain State and local regulations have <br /> been enacted since the time this dwelling was built or pur- <br /> chased. Local and State variances may be granted under cer- <br /> tain conditions . such as hardship or the impossibility of <br /> meeting all the conditions required by regulation, however, <br /> without knowing where your current system is precisely, and <br /> allowing you to proceed would be setting a very important <br /> precedent, although 1 sympathise with you. It is any feeling <br /> that you must wait for Town water unless you want to proceed <br /> i <br /> i <br /> I <br />
