MINUTES March 29 , 1990 2 BOARD OF HEALTH <br /> Ms, Wilson stated she does not believe this Board's pri- <br /> mary charge is to protect the salt Marsh from nitrates but <br /> rather human beings from public health impacts associated <br /> with on site sewer systems. Ms. Wilson voiced her concern <br /> with the elevation of the fine silty material , in terns of <br /> breakout on the slopes for effluent, and whether the ground- <br /> water water would actually cote out above the edge of the <br /> salt marsh or run out below it into the water table, Ids. <br /> Wilson suggested installing ground water monitoring wells at <br /> this lot to determine ground water levels, whether it my be <br /> influenced by tidal action and which way it is flowing <br /> Attorney Henchy questioned the Board as to whether- plan <br /> approval is possible if a 1001 distance could be i► intained <br /> from the edge of the Marsh. <br /> Mr. costa responded, this Board would review any further <br /> revisions prior to approval. <br /> Mr. McQuaid recommended this hearing be continued until <br /> new plans are submitted to the Board with the engineer and <br /> applicant present, if revisions Meet this Beards criteria a <br /> formal hearing will by scheduled, with notification to all <br /> abutters, however if revisions are not net favorably by this <br /> Board plans will be denied at that time. <br /> Mr* Garner requested a copy of revised plans once they <br /> are submitted. <br /> Board members were in agreeance. <br /> Mr , Gre lish motioned to continue this public hearing <br /> contingent upon Mr. Mc uaid's recommendations, Mr. Doherty <br /> seconded, all agreed. <br /> APPOINTMENT: Pioneer Pump, McMenany , permits for lot 60B <br /> Nohono load <br /> Mr. McMenamy and Mr. David Klein were in attendance for <br /> this scheduled appointment. <br /> McQuaid stated plans were before this Board two <br /> i weeks prior for a variance request from well to septic. Mr. <br /> McQuaid explained at that time he informed the Board the well <br /> had been drilled without a permit. Two water .sample results <br /> have been received on the lot. <br /> Mr. McMenamy explained to the Board there was a misun- <br /> derstanding between the well driller and himself while he was <br /> n vacation. <br /> lip <br /> J <br />
